Either Finance didn't warn anyone about how 2011 was shaping up .....or they did and the mayor and council just kept it business as usual. Either way it is scary. $4 million due to the school isn't ever discussed. How long will they wait?
Water and sewer funds are growing because they can't commingle the fee money with operating funds. I see a lot of intra department loans in the future.

SCHENECTADY City finances hit rock bottom Surplus tapped in 2011; tight year ahead BY KATHLEEN MOORE Gazette Reporter
The city was in a deep defi cit last year, Finance Commissioner Ismat Alam admitted Wednesday after city offi cials denied the problem for months. Alam waited until the last minute Friday to file the annual fi nancial report with the state. It showed the city finished 2011 with a $4.8 million defi - cit, which was paid for with the city’s now-depleted savings. In total, the city spent $76.9 million last year. The deficit occurred slowly over the course of the year as the city collected far less revenue than it expected, Alam said. The biggest loss was in tax collection — twice as many taxes went unpaid in 2011 than in previous years. That’ mainly because the city stopped selling its unpaid property taxes to American Tax Funding, which used to give the city millions each year for its tax liens. In recent years, ATF has offered less and less money for the city’s liens, and last year offered so little that the City company instead. That company was unable to collect as much as ATF had bought in previous years. The city also appears to have overspent on three major departments: police, engineering and parks. Mayor Gary McCarthy, who ran the city as acting mayor last year before narrowly winning election, used some of that overspending to pave streets and add park programs. His opponent, Roger Hull, repeatedly insisted during the campaign that the city was “at a financial cliff,” which McCarthy denied. It’s now clear that at that time, McCarthy was spending down the city’s savings to balance out the drop in revenues. He spent $4.8 million in unbudgeted savings. HARD NUMBERS He defended that decision Wednesday. “I don’t want to close pools,” he said. “By biting the bullet and drawing that down, we’re keeping the government.” He continued to say the city’s finances aren’t a crisis, although the city is still struggling with its budget and has already overspent several lines. “Everyone thinks the world is ending, but it’s where we expected to be,” he said. “When you get off these tax liens, you have a deficit. There’s no other way to deal with it. When you sell the tax liens you get all the money up front instead of waiting for a couple years.” Alam declined to speak, but said she would invite the media to meet with the auditors in two weeks when they complete their review of the city’s 2011 fi nances. The revenue side of the city’s annual report is clear and easy to read, with each item code corresponding to a specific item in the city’s published 2011 budget. The report shows that the city took in $3.4 million less than expected in taxes. That’s above and beyond the $3.5 million that city officials had expected owners to ignore. But it’s not the only revenue that fell short. Community Development Block Grant funds from the federal government were cut, forcing the city to run its police, codes and development departments with less money. State aid was less than expected as well. In addition, the county withheld funds it had promised for the city’s hazardous materials program, in an attempt to force the city to make the county whole on unpaid property taxes. The City Council voted last year to stop paying the county tax for all owners who didn’t pay, but county leaders protested the loss of $1.4 million. This year, the council paid up, spending almost every cent of the city’s savings. The savings account was just above $1 million because the city spent $5 million last year to buy its way out of deficit. City officials expect the county to now pay for last year’s hazmat protection, which is provided by city fi refi ghters. ADDED WOES The city also lost revenue because of the economy. Fewer people bought houses last year, and the city’s budget of $700,000 in mortgage taxes turned out to be far too optimistic. The city collected about half of that amount. Other items related to building and renovating property also came in under budget. From planning and zoning fees to permits to cut into the streets to repair pipes, the city’s revenue estimates did not come to fruition. The city was even hurt because fewer people gambled at OTB. The city collected $23,000 less than expected from gambling. On the expenditures side, the report issued by the city is somewhat diffi cult to reconcile with the city’s published budget. In the report, many budget codes are abbreviated, making it diffi - cult to connect them to specifi c items in the budget, and many budget lines are combined into one dollar fi gure. McCarthy said he could not comment on the report in detail because he isn’t familiar with the figures. He’s waiting for the audit, he said. COPS AND STREETS From a Daily Gazette analysis of the report, it appeared that the police department overspent its budget by $625,400 in personnel costs. The department has struggled with overtime in the past, but the report did not separate overtime from regular salaries. Engineering appeared to have gone significantly over budget as well, spending more than twice its salary budget and more than four times its supply budget. Engineer Paul Casillo implemented an extremely popular street-paving program last year, which paved more than 10 miles of roads. The cost was high, but it used a new technique that was much cheaper and faster than the traditional method of ripping out the road and rebuilding it.
