If those teens decide not to have an abortion, then they are condemned for being the next generation of welfare mom. The men aren't in the equation because our society has taken them out of the equation. If men were in the equation for teen pregnancy, then it would have to be in the context of forced rape and not consensual sex. In our society, women are victims of their own biology, they are victims of circumstance, they can never be a victim of consensual sex with a man, that would take power away from the women's complete right to choose and share responsibility with the man. That cannot happen in our society.
