Rotterdam contracted with William M. Larned & Sons to fix a pair of water pipes last week, while the town crews and equipment normally used for such repairs sat idle, a union official said. Conard Johnson, the president of Rotterdam’s CSEA chapter, said hiring a private contractor for jobs that can be completed by Public Works or Highway Department workers is a violation of the town’s collective bargaining agreement. He filed seven grievances against the Rotterdam last week, claiming town officials wrongly contracted out the work while leaving their own employees without work. “There was no need to contract it out,” he said Monday. “This was a waste of taxpayers money.” Larned was called on to repair a leaking valve on a 20-inch water main off Burdeck Street on Tuesday. Johnson said the town had all the resources to complete the job, which was planned in advance and wasn’t considered an emergency repair. Town officials contracted with Larned again on Wednesday, when an 8-inch water main off Helderberg Avenue began leaking. Rotterdam’s Public Works Department is poised to hit the digital age. The department will soon have its volumes upon volumes of planning, zoning, code enforcement and permitting documents transferred from their bulky files onto an computer system. Last week, members of the Town Board approved a $67,800 contract with the Clifton Park-based Business Automation Services, which will begin digitizing the public works files over the next two months. Supervisor Steve Tommasone said the new system will streamline the department’s functions by providing workers with a searchable database containing all public works records for the town’s roughly 13,000 properties. This will include everything from building permits, to a record of code enforcement calls, to construction approved by the town’s Planning Commission. “It’s a system that’s been a long time coming for the town,” Tommasone said Monday. “This is going to take us to the next step and afford us a lot more information that’s going to be at our fingertips for a host of possibilities.” The integrated property system is used by nearly 200 municipalities across the state. In the Capital Region, the system is used by Niskayuna, as well as Wilton, Greenfield and Mechanicville in Saratoga County, among others. Tommasone said Rotterdam’s system will also allow other town departments — such as the assessor’s office and eventually the police — to view data entered by public works employees. He said the system will keep the town assessor abreast of new construction and police investigators informed of code issues. The contract with Business Automation Services will cost the town an annual software support and maintenance fee of $9,000. Tommasone said the system may also help relieve the burden of the department during periods of pronounced growth. “It’s going to help us tremendously,” he said.“ It’s going to make the building inspectors and the Department of Public Works move much smoother.”

#Schenectady County Legislator Angelo Santabarbara is claiming his state Assembly aspirations have led to him being fired from his job.
#The Chazen Companies on Tuesday, Feb. 14, fired Santabarbara, who has worked as a senior project manager and project engineer with the company for more than five years. It was one day after he informed his superiors in a letter of his intentions to run for a seat in the state Assembly.
#According to Santabarbara, the construction consulting firm told him he was let go because his department was being restructured and his position eliminated, but Santabarbara said he believes his decision to run for office played a part in his sudden termination.
#“I think it is important that people are not afraid to run for public office,” Santabarbara said. “I don’t think that’s right and I don’t think that’s fair.”
#Upon arriving to the office on the afternoon of Tuesday, Feb. 14, Santabarbara said he was called into a room with Senior Principal Daniel Stone, Senior Director of Business Development David Ardman and Vice President of Human Resources Lauren Gillett.
#“I sat down, and they said that this was about me running for office and I explained to them my intentions,” Santabarbara said on Thursday, Feb. 16. “Dan Stone, the owner, immediately said, or as soon as I was done … ‘running for office and you working here is not going to work.’ That is his exact words that I remember.”
#According to Santabarbara’s account, Stone said, “We are going to have to part ways.” July would have marked Santabarbara’s six-year anniversary at Chazen.
#Santabarbara said Gillet then said the reason for his termination was a restructuring of his department. The new Town Board wasted little time Friday putting its stamp on the town, sacking the entire board of the town Industrial Development Agency and appointing replacements. The move prompted opposition from the agency’s attorney, q u e s t i o n i n g the legality of the move amid indications that the old board members would ask a judge to sort the situation out through an Article 78 proceeding. The resolutions passed by votes of 4 to 1, with the Town Board’s now-lone Republican member Gerard Parisi voting against. Parisi echoed a call from agency attorney Robert Ryan to table the motions until legal issues could be sorted out. “The IDA board has been there for several years, through multiple administrations,” Parisi said. “They are a very nonpartisan board and they have done a lot of hard work, in my opinion.” Parisi noted that there was no indication a change would be made until the meeting agenda came out Thursday. “I don’t find that to be transparent and open in the least,” Parisi said. New board member Nicola DiLeva, one of the four voting for the measure, responded quickly, referring to a contentious meeting last month between the incoming board members and the town IDA. She blamed the IDA for failing to give them information, something an IDA official responded later was information on negotiations. “If there’s no transparency, it’s because they did not work with us. They did not give us the information,” DiLeva said. “We’ve been fighting for information to move Rotterdam forward and that’s what we intend to do.” DiLeva’s comments were followed by loud claps and cheers from a gallery filled with friends and supporters there to watch the new board sworn in. One woman in the audience twice shouted “You go girl!” in response to DiLeva’s statement. Supervisor Frank Del Gallo and board members Robert Godlewski, Matthew Martin and DiLeva were all sworn in Friday. DiLeva won an unexpired term of a board member who had resigned earlier. BREWING BATTLE Friday’s IDA vote was the latest salvo in a battle brewing since the campaign. Defeated Republican Supervisor Steve Tommasone said after the election that he feared the new board would push the town IDA under the control of the county Metroplex Development Authority. Republicans controlled Rotterdam for the past several years and so, while working with Metroplex on economic development projects, they remained reluctant to embrace consolidation efforts. The Rotterdam IDA maintains its own operating officers and has an agenda different from Metroplex’s. After Friday’s meeting, DiLeva said she expected the town to continue with its own IDA but one that will work with Metroplex. “It will remain separate, but we will work in conjunction with them,” DiLeva said. “I can’t talk about the past because I wasn’t here, but in the future, I will tell you we’re going to open our arms to the county and hope for all the help we can possibly get from them to move Rotterdam forward. It’s going to be exciting.” Off the IDA board as a result of the vote are Angelo Santabarbera, Robert St. John, Alex Stramenga, Paula Marshman, Rick Poltorak, Joseph Sicilia and William LaRoe. Appointed to fill the fresh vacancies were Robert Mallozzi, Brian McGarry, Delores Dargussi, Joseph Mastrianni Jr., Richard Leet, John Kochem Jr. and Frank Natalie. Parisi argued that the move replaces a nonpartisan IDA board with a partisan one.
