The unfortunate part of this is that the 'new buyers' are buying a property in an area that is losing it's value almost weekly. Thehousing market still isn't done declining. And while the housing market is declining in value....prices are rising at an all time record. And for schenectady, that's a double whammy since they pay the highest taxes in the state and close to the highest in the country on properties where the taxpayers are paying high taxes on an assessed value and not on the low actual value!!
