SCHENECTADY — A 66-year-old city man is charged with sex crimes relating to a relationship he had with a 14-year-old girl as director of the Yates Village Boys and Girls Club, police said Thursday. Ralph E. Moore of 755 Bailey St., was arrested on second-degree rape, three counts of second-degree criminal sex act, four counts of endangering the welfare of a child and one count of forcible touching, police said. Moore was arrested Thursday afternoon at the Van Vranken Avenue club without incident and will be arraigned Friday morning. Police did not have details about when the crimes where alleged to have occurred or the current age of the girl. Officers and detectives executed two search warrants in connection with the incident — one at Moore's home and the other at an unidentified location in Clifton Park. Police said they suspect that there may be more unidentified victims and encourage anyone who had an inappropriate relationship with Moore to come forward to the Youth Aid Bureau. Wearing handcuffs, Ralph Moore stared ahead silently as City Court Judge Matthew Sypniewski set bail at $25,000 cash and issued an order of protection against him. The 66-year-old longtime Yates Village Boys and Girls Club program director stands accused of having a sexual relationship with a 13-year-old girl under his care between the summer and fall of 2004. On Friday morning, he pleaded not guilty to three felony counts of second-degree criminal sex act, one felony count of second-degree rape, four misdemeanor counts of endangering the welfare of a child, and one misdemeanor count of forcible touching. During the arraignment, public defender Graham McNamara noted that the allegations against Moore stem from events that happened eight years ago and suggested the crimes might fall beyond the statute of limitations. He also argued for Moore to be released on his own recognizance given that he owns property in Schenectady and is gainfully employed. “The charges are very old,” he said. “There has been a signifi cant delay and we ask that the court take that into consideration.” But Assistant District Attorney Jessica Lorusso said the serious nature of Moore’s alleged crimes — specifically the felony charges — would likely make the statute of limitations argument moot. And she suggested his employ- ment at Yates Village will likely end because of the strength of the charges. “I doubt his career will continue to be available to him given the allegations here,” she said. Investigators said Moore’s victim recently came forward with allegations against him. On Thursday, they executed search warrants at his Bailey Street home in Schenectady and at a residence in Clifton Park, where he was apparently staying with another woman. Authorities released few details of the investigation. Lorusso wouldn’t say whether they seized anything from the homes and divulged only the most basic information about the case. She said the victim was enrolled in an after-school program and the abuse occurred over the course of two years.
