SCHENECTADY Council questions off-duty car use Police chief offers to give up city vehicle, says others needed BY KATHLEEN MOORE Gazette Reporter
Police Chief Mark Chaires volunteered to give up his own police car Tuesday at a special City Council session investigating why dozens of employees drive their city cars home. Chaires drives his car home to Scotia. He’s one of the few who lives near his offi ce; others live near Amsterdam and Malta. Chaires said most of the police with that privilege — 14 offi cers, plus Public Safety Commissioner Wayne Bennett — truly need their cars. He said only three could give up the take-home privilege. Two of the assistant chiefs who don’t respond to emergencies could do without, he said. “I’d even be willing to volunteer my car, in hard times,” he added. “I live in Scotia. I can jump in my car and get here.” But Council President Denise Brucker wants to stop paying the commuting costs of police who live much farther away and charge the city for all of their fuel and maintenance. Several of those officers live 20 miles away. Chaires argued that officers needed a city car because they are often called in for emergencies. “It’s clearly operational need,” he said. Brucker noted that on-duty offi cers handle the immediate emergency while waiting for detectives or assistant chiefs. She asked why the on-call offi cers could not simply drive to work, switch into a police car and then head to the emergency. Chaires never directly answered her. The department has several offi cers who don’t get to take a car home even though they are on call regularly, Assistant Chief Brian Kilcullen told the council. Brucker praised that as a “great policy.” Kilcullen predicted that the police union would use it as a bargaining chip, insisting on take-home privileges for those officers if the council tries to change the privileges for other offi cers. Council members indicated they would like to change the policy for evidence technicians, who are contractually allowed to take a car home.
