Glenville officials are proceeding with their idea to eliminate the elected receiver of taxes position and contract with a bank to help with tax collection. The Glenville Town Board reached a consensus in discussion at its work session last week to begin the process, which will start with introduction of a local law at its meeting 7:30 p.m. Wednesday. The town was prompted to make the change after longtime Receiver of Taxes Joan Menhinick abruptly retired last month in a dispute over her budget being cut. Pat Aragosa, former Rotterdam comptroller, was hired to fill in for the time being to get the town through the January tax collection. However, the long-term plan is for the town to solicit a bank to help collect the taxes, while perhaps keeping a part-time position that could assist in other offi ces at Town Hall. Deputy Supervisor Alan Boulant said he believes that it is a logical move. “There’s many, many municipalities out there that have banks do the taxes,” he said. “I think it’s much more convenient for the customer — better hours, more convenient ways to pay.” In addition, Boulant said the town saves money by eliminating a salaried position with benefi ts. ............>>>>.....................>>>>.................http://www.dailygazette.net/De.....r01402&AppName=1
sooner than we think....the receiver of taxes wont be needed.......technology will take over.....alot of folks dont even go to the receiver to 'give'.....we can do it on line......pretty soon the government will manage that as well as your 401k pension, healthcare etc etc......

As I have said numerous times before, state law does not require most towns to have a separate Receiver of Taxes and provides the legal mechanism for abolishing such an office. Normally, it can only be done DURING the election year (technically between January 1 and the first day that nominating petitions can be signed) when the position of Receiver of Taxes is on the ballot. In Rotterdam, the next opportunity would be in 2013,
In Glenville, the elected receiver resigned and so a special election to fill the vacancy would normally happen later this year. The Glenville Town Board is using this opportunity to consider taking the steps to abolish the elected position of Receiver of Taxes.
In this age when streamlining, downsizing, shared services and even consolidation are under consideration at all levels of government, this idea is one of many that should be on the table and openly discussed.

GLENVILLE — The elected town receiver of taxes for 20 years is considering legal action against the town for forcing her into retirement by planning to abolish her job.
Joan Menhinick said last week that she left her $54,000-a-year post in December after town Supervisor Christopher Koetzle's 2012 spending plan cut her budget in half.
Koetzle is negotiating to have the First National Bank of Scotia serve as the tax collection agency, saying it will "enhance the service at a lower cost" because the bank has Saturday hours, multiple locations and drive-through service. The supervisor also contends the move will make the job less political and more professional.

Now it is up to Glenville voters to decide whether to eliminate the elected receiver of taxes position. The Town Board has set a referendum to be held from noon to 9 p.m. April 16 at the Glenville Municipal Center on Glenridge Road. Town officials have been working to revamp the collection of taxes since longtime Receiver of Taxes Joan Menhinick abruptly retired at the end of December in a disagreement over her offi ce’s budget being cut. Glenville is contracting with First National Bank of Scotia to handle the collection for the remainder of the year, at a cost of $7,000, according to town Supervisor Chris Koetzle. Koetzle said the town would reevaluate how the collection goes after the first year and make any necessary changes. He had previously estimated that it would cost $9,000 to $11,000 for a whole year’s worth of services. The town had hired former Rotterdam town Comptroller Patrick Aragosa on a temporary basis to get it through the busy school tax collection period in January. GLENVILLE — Town residents have passed a referendum that eliminates the position of receiver of taxes. The vote tally was 210 to 75.
"It's affirmation that the people of Glenville support the decision," said Supervisor Christopher Koetzle.
Because the position is elected, a referendum was needed to cut it. A receiver of taxes is responsible for collecting and paying out town, county, water, sewer and school taxes as well keeping track of collected and uncollected taxes.
The controversy of eliminating the job touched war of words between retired receiver of taxes Joan Menhinick and Koetzle.
In December, Menhinick retired after 20 years on the job. She was earning $54,000 annually and claimed that Koetzle forced her out by slashing her budget in half making her job almost impossible.
The supervisor has denied that and argued that the move was an attempt to make the job less political and more professional and save the community some money at the same time. Not political huh?????......Aragosa retired from Rotterdam......just happened to "help" out in Glenville...
Come on folks....when is this going to stop.....fine and dandy to save money....but the former Assessor was pushed out.....tell me that's not political pleasure.
