New supervisor shuffles town staff, and a few officials

    If town offices were cards in a deck, Harry Buffardi just shuffl ed them. The new town supervisor implemented a number of changes in Town Hall during Rotterdam’s organizational meeting last week.
    First and foremost, Buffardi reinstated a full-time town attorney — a departure from the previous two administrations.
    Buffardi selected Katherine Mc-Guril for the position. McGuril, the former assistant corporation counsel for Schenectady, was brought on at a salary of $77,500 with full benefi ts.
    McGuril replaces the Albany law firm of Daniels and Porco, which will continue to work with the town until next month. Bryan Goldberger, the labor relations attorney under former Supervisor Frank Del Gallo, was released by Buffardi after he took offi ce this week.
    Buffardi said McGuril will ultimately save the town money, and she’ll maintain a full-time offi ce in Town Hall, which should make it easier for town officials to use her as a resource.
    “I think it will create effi ciencies,” he said.
    Rotterdam fi rst contracted out the town attorney’s position in 2005, when the Town Board’s Republican majority voted to hire the law firm of Parisi and Saccocio. When Del Gallo took office in 2009, he hired several part-time attorneys to represent the town rather than one law fi rm.
    Board members voted to hire Daniels and Porco in February 2011, after one of Del Gallo’s attorneys quit. Del Gallo initially objected to the move, but later acquiesced.
    In other appointments, Buffardi picked board member Wayne Calder as his deputy, replacing Robert Godlewski. Calder was also named the town’s human resource officer, a job that was formerly entrusted to the town comptroller.
    Buffardi filled a vacancy on the town’s Planning Commission with Vincent Romano, who ran unsuccessfully for highway superintendent on the Democratic ticket. Romano replaces David Savini on the commission for a seven-year term.
    Lynn Flansburg, a longtime member and former vice chairman of the Planning Commission, resigned her seat to take a position as deputy town clerk. She replaced Michelle Gannon, the interim town clerk, who took an appointment as the town’s deputy receiver of taxes.
    Jack Denny III was appointed vice chairman of the Planning Commission, while Tom Yuille was reappointed as its chairman.
    Buffardi filled Flansburg’s seat with Ron Severson, a member of the town’s Parks and Recreation Committee. Severson will serve the remaining six years of Flansburg’s term.
    Buffardi also replaced Anthony Tangarone, who replaced longtime town Comptroller Pat Aragosa last summer. He filled the position internally with Jacqueline Every, who has worked in Town Hall for nearly two decades.
    Buffardi also tapped Lynn Fiorillo as his confi dential secretary. Fiorillo served as former Republican Supervisor Steve Tommasone’s confidential secretary and ran unsuccessfully against Eunice Esposito for town clerk in 2009.
    Buffardi reappointed Robert Mallozzi as chairman of the Rotterdam Industrial Development Agency and named Robert St. John and Alex Stramenga to replace Delores Doriguzzi and Joseph Mastroianni on its board. ................>>>>...................>>>>..................http://www.dailygazette.net/De.....r01401&AppName=1

Town Supervisor Harry Buffardi said he is still reviewing the lawsuit and reserved comment. He said the legal action will likely mean the Rotterdam Industrial Development Agency will have to remain active.
    The Rotterdam IDA has a payment-in-lieu of taxes agreement with Long Pond Village. The state Authorities Budget Offi ce recommended dissolving the Rotterdam IDA after learning the agency no longer carried any bond debt.
    “This is probably going to extend the life of the IDA,” Buffardi said.

Does anyone remeber when FDG shuffled a few workers around when he came in? You would of thought he personally went in there and held razor sharp Gurkha knives to the employees throats and proceeded to slide bamboo shoots under the women's fingernails while skinning their puppies alive in front of them. Meanwhile Buffonti makes musical chairs look like child's play and there is nary a peep!

Jumpin on anybody's coat tails to get to the trough.  Political loyalty in Rotterdam is to line up behind whoever promises you some of that taxpayer cabbage through:

1. No bid government contract
2. Crony government job
3. Zoning change for development.
4. Favorable contract negotiation.
5. Subsidies(REMS)

I remember....and the tado about it....guess ok for some and not ok for someone who wanted change and more productivity.

and remember what the TB did to FDG's secretary...there was no need for that....there was confidentiality and no one liked it..

do you think LF will be confidential???    I don't think so.....born and raised in Rotterdam.....knows all...will tell all...

Board Meeting Minutes
September 29, 2011
Agency Members: Robert Mallozzi, John Kochem, Joseph Mastroianni, Matt Tiscione, and Frank Natalie
Members Absent: Delores Doriguzzi and Richard Leet
Others: Ray Gillen, Jayme Lahut and TomYuille
Mr. Mallozzi called the meeting to order at 6:00 p.m.
1. Approval of Minutes — Mr. Tiscione moved to approve the minutes of the June 30, 2011 meeting; seconded by Mr. Kochem. The minutes were approved (Mr. Mastroianni was absent).
2. Treasurer’s Report — Jayme Lahut reviewed the Treasurer’s Report for the period ending August 31, 2011 which was distributed prior to the meeting. He noted recent outlays pertaining to Curry Road for legal, environmental, and appraisal. Cash on hand was $234,232. Mr. Tiscione moved to accept the Treasurer’s Report; seconded by Mr. Natalie. After brief discussion, the report was accepted.
3. FY-2012 Draft Budget: Resolution 135-11 — Distribute Budget for Public Inspection
The Agency is mandated to file its draft budget with the Town Clerk for 20 days allowing for public inspection. Jayme Lahut reviewed the budget and focused on lower management service fees, which would be based on collecting 30 percent of the Agency’s project fee rather a flat monthly rate. Reduced staffing and legal fees will lower operating expenses. Mr. Kochem moved Resolution 135-11; seconded by Mr. Tiscione. Following discussion, Resolution 135-11 was approved.
4. SI Group, Inc.: Resolution 136-11 — Convey Utility Easement
The recent flooding destroyed National Grid’s natural gas line crossing the Mohawk River to Rotterdam Junction. Replacement of the gas line through SI Group’s property required that SI convey an easement to National Grid; this requires Agency consent because of the Agency’s participation in a 2008 project. To prevent delays in getting the work started, Chairman Mallozzi authorized the easement due to the emergency. Resolution 136-11 validated the approval. Mr. Mastroianni moved Resolution 136-11; seconded by Mr. Natalie and unanimously approved.
