The government in general always points the finger at everyone else for their problems.  Democrats and Republicans both do it.  I am a big "Root Cause" guy.  Get the the root cause and everything else benefits.  

First Reduce Potential Emergencies:
1. Increase Fire Education and Prevention in Schools and in the Public.  Prevention, not what to do when there is a fire.  Teach most common causes of fires.
2. Increase awareness of Domestic Abuse in Schools and in the Public.  Again prevention.  Teach conflict resolution and ways to calm down.  Counseling and Outreach.
3. Increase free programs for Driver Safety in Schools and the Public.  Free driver saftey courses, not ones that are taken to reduce points or to keep a liscence.
4. Increase awareness of Drug abuse in Schools and in the Public.  All drugs including pain meds and speed, not just alchohol and marijuana.
5. Increase the Neighborhood watch programs
6. Promote more TIP lines
7. Train responders to better identify an emergency that appears to be a non emergency (common in domestic abuse) large number of frequent callers are from these.
8. Less leiniency when responding.  It is often required by law to arrest people for certain offenses (This is not always enforced) leads to more calls later.  
8. Increase the visibility of people on arrest warrants or bail skipperd, through things like facebook.  

Reduce Non Emergency 911 Calls:
1. Advertise the Non Emergency and Support lines more in Schools and in the Public.  
2. The city should increase and support neighborhood watch more.
3. Train dispatchers to better ideentify emercency and non emergency calls better.
4. Create an email address where people can submit questions concerns or requests for non emergency help.

Reduce the amount of time at a Non Emergency
1. Train responders to better identify non emergencies
2. Train responders better conflict resolution skills
3. Provide literature about the Non Emergencies and other useful information when leaving the scene to prevent future occurances.  

Root Cause Elimination pays more dividends than quick fixfees that no one knows about and won't pay anyways.

EXACTLY! But the fiscal incompetents have already budgeted $100,000 in revenue from this crap. Just like the sale/rental of foreclosed City property which is another phony baloney revenue item. Both will cost more to administer than the chicken feed received. Cut spending-stop handing out 18% raises and creating more City jobs. They can't help themselves. No one on the present Council has the horse sense to throw a flag on the play. Next stop Camden-Harrisburg!

~  We should not give traffic tickets to anyone on public assistance...
and
~ Anyone who can't speak English (even millionaires) should not be fined for breaking our laws...
and
~The Uneducated should be exempt from any laws that are punishable with a fine.

In the traffic tickets, there is also the threat of the loss of a liscence or car or the threat of being thrown in jail.  
As far as the uneducated an english speaking, you could just call it uninformed.  They city rams these things through without thinking them through and then they have there public hearing and think everything is fine.  There is no communication of these chnages, infact they are sometimes very slick in the passing of them.

infection had traveled. THAT is emergency.

He can't get it through his head that it hurts the poor the most. The very people he claims to be so concerned about. Only supports this pile because a DEM proposed it. If it was a REP- KKK member, baby killer, racist. If it costs more to administer than potential revenues what are the benefits? More smoke and mirrors while the City continues its free fall.

Because of Metrograft's tax giveaways and middle class flight the City's fiscal collapse has accelerated. They are staring into the abyss and refuse to cut spending. The double garbage tax, highest property taxes and doubling water fees are not enough. More creative revenue enhancements {taxpayer ripoffs} are needed. The working together crew refuses to increase the City's share of sales tax revenues. Look for more unenforceable nit wit ideas from City Hall. Begin the beginning.
