Dude, personal experience.  You r right, it is self policed.  If "they"  r watching my back, who r they protecting me from?  Their own patrons?  When I go to tavern, knowing people in the bar "have my back" doesn't make me think I am in the safest place.  Do the people at Applebees have my back?
