I haven't really dug into it......is it like an equalisation rate that the municipalities and schools use?
how about just an F'EN flat FEDERAL TAX.....KILL THE FREAKIN' NYS TAX and go with consumption tax |

The second '9' in Herman Cains tax plan would be a 9 percent consumption tax on everything we buy – basically a
9% federal sales tax ON TOP OF THE NY STATE 8% SALES TAX, TO BE A TOTAL OF 17% SALES TAX ON ALMOST EVERYTHING WE BUY! |

Just a quick correction, that's a 4% NY State sales tax, along with a 4% Schenectady County sales tax, both of which, essentially are throwing money towards many bad projects and being handed out to cronies. |
