The CURRENT 2011 tax rate per thousand is $13.09
The CURRENT 2011 trash fee tax is $165 per residential unit

The CURRENT 2011 water and sewer charges taxes are as follows

The newspaper talks of a house assessed for $100,000.    

Let’s use a one family house as an example, no particular address (a homeowner’s address does not dictate the tax bill, nor the tax levy nor the tax rate), just ANYWHERE in the city a one family house.   First it would be extremely rare for a house to have a lot size with of 25 feet or less.   For this example, I’ll say that a one family house is on a lot size width of 44 feet wide (most older two family lots are 35 feet wide).   A typical one family house most likely has at least one full bath and one half bath, and for this example I will say that the full bath has a tub/shower combo and NOT a separate shower stall, I kind of think that it’s rare that older houses have separate shower units from the tub, I mean really, most homeowners simply cannot afford that luxury because they are paying for the property taxes of the millionaires downtown.

So here is the calculation of the water charge for this house:

Flat charge          $ 87.96
Spiget fee for width of 44 feet:    $14.65 (for EACH 25 feet width or portion thereof) x 2 = $29.30
One tub/shower combo             $29.22
Toilet  ($43.97 each)               $ 87.94


So, can SB do the math?    How much is the 2011 water charge?    Can you do simple math, SB?          The total water tax for this house is $234.42 for the year 2011

Now we have the sewer fees.   So here is the calculation of the sewer charge for this house for 2011

Flat charge          $ 117.09
Spiget fee for width of 44 feet:    $19.50 x 2 = $39.00
One tub/shower combo     $38.89
Toilet ($58.54 each)          $ 117.08


So, can SB do the math?    The total sewer tax for this house is $312.06 for the year 2011


So, let’s see if SB passed basic first grade arithmetic.

House assessed for $100,000.    Tax rate per thousand is $13.09        
The math then is       $100,000 / 1,000 = 100     Then   $13.09 x 100 = $1,309

Tax based on assessment                   $1,309.00
Trash tax                                                        165.00
Water tax                                                       234.42
Sewer tax                                                       312.06


Total city tax for  year 2011                  $2,020.48


Now, McCarthy has not stated what the tax rate will be, but a document on the gazette website has McCarthy claiming that the tax RATE will increase by 1.89 percent.    

The basic first grade arithmetic now shows the following
Current rate $13.09 x 1.0189 = the new rate being $13.34 per thousand.
The trash tax per unit increases $24 dollars, from $165 to $189 per unit

Now, the gazette says water tax is to increase by $20.64 and the sewer tax to increase by $22.92.   McCarthy simply has in that budget document that the water “rate increases by $1.72 monthly”     However, water taxes are not set as a rate per month.   Ditto McCarthy’s claim of the sewer “rate increase by $1.91 monthly”    Sewer taxes are not and have never been a charge per month.   So, the big unkown here is how is that $1.72 broken down?   Is there an increase in each “component” that makes up the water tax?    Like does the flat fee go up by 75 cents, and each toilet by 25 cents, each 25 feet with by 35 cents, etc?    Or is all the $1.72 exclusively the “flat charge” component?    Ditto for sewer.

Back to the example of this one family house assessed for $100,000.   In this example I will add the water and sewer increases to the flat fee, which actually then makes the water and sewer taxes to be $255.06 and $334.98 respectively.


So now, here is the breakdown of the 2012 city tax bill for this example of a one family house, on a lot of 44 feet in width, assessed for $100,000 with 1.5 bathrooms.


Tax based on assessment                      $1,334.00
Trash tax                                                  189.00
Water tax                                                       255.06
Sewer tax                                                       334.98


Total city tax for  year 2011                  $2,113.04

SB, tell us what is the percentage increase from 2011 to 2012.    Can you tell us how the city’s tax bill for 2012 WITH FEES INCREASES INCLUDED…..remember, these are YOUR WORDS VERBATIM:   “still below 2 percent”

Shall we now do an example of a two family house?

How about a house with a lot width of more than 50 feet?   More than 75 feet?

How about a house assessed for $70,000

Watch the percentage of the tax increase rise even higher.


And again, the unknown factor is how the water TAX is applied----either all put on the "flat" amount or divided up among each component.   Ditto for the sewer TAX.


A two family house assessed for $70,000 will have a roughly 7.5% tax increase shoved upon them

Proposal increases levy by 1.5 percent

    Schenectady County’s proposed $295 million budget for 2012 carries a tax levy increase of 1.5 percent, which equates to a $13.60 per year increase in property taxes for a home with a full value of $142,000.
    The county expects to adopt the tentative budget Oct. 19. Its fi scal year begins Jan. 1. The county budget’s proposed tax levy for 2012 is $65.4 million, an increase of $966,466 from the adopted 2011 tax levy. Expenditures are up 0.7 percent in the proposed budget.
    The proposed tax levy increase, which is below the state-imposed tax cap of 2 percent, is the result of costcontainment measures taken by the county over the last seven years that have totaled $31 million, said County Manager Kathleen Rooney.
    “The average tax levy for the period 2005-2012 is 1.59 percent per year, well below the property tax cap,” she said.
    Measures taken by the county include elimination of more than 200 positions in government, consolidation of departments, reduction of contracts with outside agencies, use of retirement incentives, adoption of innovative health care programs and containment of social service costs. The county has also depended on its surplus to close revenue gaps. It will use $9.5 million in 2012.
    The county has reduced contract costs with outside agencies by approximately $1 million, according to county officials. A list of affected services was not immediately available.
    Schenectady County’s surplus — or fund balance — is nearly $40 million, one of the largest in the Capital Region, said county Legislator Philip Fields, D-Schenectady, chairman of the county Legislature’s Ways and Means Committee.
    The tentative budget continues these measures, Rooney said. The county plans save $1.6 million by eliminating 27 positions in 2012, including that of director of weights and measures. C. Todd Godlewski held the position until his arrest in March on a charge of felony grand larceny for allegedly embezzling $2,500 from the county. He is accused of setting up an unauthorized county post office box and bank account and diverting fi nes through them for his personal use, said Schenectady County District Attorney Robert Carney.
    Majority Leader Gary Hughes, D-Schenectady, said “the manager did a good job of containing costs. The Legislature will now review the budget, and I see the focus on the potential for additional cuts.”
    Hughes said “my focus is to look at the revenue estimates, and I am also interested in the use of surplus in the current budget. In the past, we have appropriated more than we have used.”
    The county Legislature’s two Republicans were not available for comment. Democrats control the Legislature with 12 seats. One seat is held by Conservative Holly Vellano, who caucuses with Democrats.
    Other positions, some vacant or soon to be vacant, are coming from the county-owned nursing home, the Glendale Home, as well as the Department of Social Services, county highway, public health and Schenectady job training agencies, among other areas. The reductions will come through attrition, said Joe McQueen, county spokesman.
    Fields called Rooney’s proposed budget an “important sign of fi scal management. It clearly shows we have been spending less than the tax cap. We imposed our own tax cap.”
    Fields said the county is dealing with a situation where “revenues are not growing while expenses are growing, and we are living with the tax cap structure.” He said expenses grew by more than $2 million year to year.
    “Retirement costs are growing, Medicaid costs are growing, federal revenues are disappearing,” Fields said.
    The county’s payments into the state Common Retirement Fund, which consists of civilian and police and fire units, will total $12.1 million in 2012, up from $10.7 million in the current fiscal year. By contrast, the county paid $760,000 into the system in 2001.
    Meanwhile, the county’s Medicaid costs are capped at 3 percent, but will still grow by $837,000 in 2012, to $33.9 million. In 2012, federal stimulus money to the county will all but evaporate, a loss of at least $2.4 million, down from a total of more than $6.5 million.
    Glendale Home is seeing one of the biggest federal funding losses in 2012 — $3.2 million. The loss will require the county to nearly double its Glendale subsidy to $7.7 million next year. The Glendale Home represents a 12% proposed property tax levy plus the $50 million for the new home with a $30 million dollar a year operating budget.

$33.9 million in medicaid cost.

The need to privitize this Home needs to happen before it becomes the open, bleeding wound for every taxpayer in this County. It's a HUGE financial mess for which the county unjustly relied upon funds from the Federal Gov't - now that's gone. So, where does the County look for the funds? The taxpayers.

In my opinion, Schenectady needs to do a thorough audit of EVERY case in the social services offices. $33.9 million for medicaid, how much is doled out for section 8, food stamps, etc.

Thank you MC1. Amazing work and I for one appreciate the time and thoroughness of your post. Of course, it's awful to realize just how much we as taxpayers supply to the City for very little in return. Maybe November will bring the change the City desperately needs!

I'll guess, maybe because Glenville doesn't follow suit of the corruption in the City of Schenectady.

Glenville doesn't hide a 7% increase in water, sewer and garbage 'fees'.

Haven't seen the info stating that Glenville broke through the tax cap yet.

I do have one criticism of the City of Schenectady -- the Public Works Department should have "hauled out the trash" --- in this case the trash is Mike Christine --  years ago.
