NYS can promote gambling every turn you take, but a private citizen can't have a football club in a tavern...The State boys will kick to door down and fine you THOUSANDS of dollars, then pad lock the door.  The state HATES competition.  Gambling is bad...Unless the profits pay for government bureaucrats.  The State makes underground bookmakers look like rank amateurs when it comes to protecting their turf.
