In this economic climate developers are very reluctant to invest any of their money for fear of losing all of it but when they can just lease for so much a year it lessens their risk. If the development is successful the developer will buy the building and if it fails they can just dump it back on the IDA.

Make it a Section 8 project and get it over with. This should do wonders for the hundreds of empty houses/apartments in the City.
