Should Congress DECLARE WAR and have a clearly stated objective in actions similar to Vietnam?
Congress has only "declared war" 5 times in US History. The war of 1812 The Mexican American war The Spanish American war WW1 WW2.
There have been 12 Military engagements authorized by Congress, including Vietnam, Lebanon, The Gulf Wa, Afghanistan and Iraq.
There have been 7 Military engagements authorized by United Nations Security Council Resolutions and funded by Congress, including Korea, Bosnia and Libya.
A declaration of war is a formal declaration issued by a national government indicating that a state of war exists between that nation and another. For the United States, Article One, Section Eight of the Constitution says "Congress shall have power to ... declare War". However, that passage provides no specific format for what form legislation must have in order to be considered a "Declaration of War" nor does the Constitution itself use this term. A "declaration of war could be construed as a Formal Document, or as little as Congress authorizing funds to pay for a military incursion. IMO and the opinion of many Constitutional experts, the mere act of Congress authorizing military funding, satisfies the Constitution's intent of "declaration of war".

Do you believe that it is good governance and the intent of the Constitution to allow a President to engage our military in combat THEN put the Congress in the precarious position of funding or defunding the troops after the fact? Democrats could have put forward legislation to defund the Iraq war after they supposedly learned that they were 'misled'. But they didn't...You're quite politically astute, I'm sure you can figure out why.
I see very little similarities between Vietnam and Libya.
For any action similar to Vietnam, congress should approve (which they did with the Gulf Of Tonkin Amendment). Congress approved action in Iraq, but had they had access to all pertinent information, congress would have not authorized the Iraq war.
If congress had all the information on the Gulf of Tonkin incident maybe we wouldn't have been in that war either. The one ship did come under attack but not unprovoked, the Maddox was helping Laotian jets find targets. A couple days later a report came in that a 2nd attack took place but to find out afterwards it never happened, the president used it any ways to justify the war.
Now Obama is bombing Libya because of an uprising by some unknown rebels. Sorry but who are these rebels and where is the threat to us, why are we putting our soldiers lives at risk and wasting our treasure there. Why did this happen without the consent of congress, only a handful of our representatives were warned of this the same day we begun operations there.

Some people oppose all wars, and many of them are liberals. But... The first Gulf War with Daddy Bush was supported by many on the Left as a Justified War. My only reservation about that conflict was it's end... I was afraid the War Monger Conservatives like Cheney would push for a total destruction and invasion of Iraq. Other than that, I supported Daddy Bush.
Note: It's too bad Daddy Bush couldn't have put his son in Iraq then piloting a jet on a few hot missions. He would have learned a lot more than he did in offshore racer boats, cocaine, and the Bars of New Orleans.

so,,,,I'd say it is a justified war just to have control over our own currency of which the backing was changed LONG before Carter, Reagan,Bush, Clinton, Bush, Obama.....

If Conservatives joined Liberals to push for more funding for groups like Planned Parenthood, who offer family planning, birth control, adoption referral, and especially sex education, the number of abortions could be reduced dramatically, and with education possibly made to be almost unnecessary.
