As for the pools, why can't the city just charge each kid/adult  $1 or $2 a day admission. Isn't it worth it for a day of activity for a child, jeez. And no vouchers, no freebies, just cash.

In Schenectady, the funding supports pools, youth programs in parks, housing initiatives and many city-staffed programs that benefit the community -- including the entire code enforcement and development departments, the Schenectady Neighborhood Assistance Program (which cleans up many areas) and seven police officers.
If the money was there for these programs then why did the city discontinue some of these programs unless they were using the money for other things like wasting money on pet projects.
