I thought all the Empire Zone tax credits were going away. Is this not true? With the change of business at the location, wouldn't the Empire Zone need to be reapplied for, and since they're not allowing them anymore, they wouldn't be able to get it?

Also, Procotrs is exempt from paying property and school taxes from 2008 until...well there is no ending date. This cupcake haven will be giving rent straight into the Proctors black hole.
Proctors, Villa Italia, Marcella's, Bombers, Aperitivo, MVP...all sucking the taxpayers dry with there tax evasion Plex-Plans for decades to come. If homeowners pay their outrageous taxes, then make the for-profits pay their fair share of the space used in this City.

My apologies, I didn't look at the address of the store. I actually figured this was at a location other than in the Proctors block, but why should I expect praise for something happening anywhere else in the county?
