With all due respect, the gentleman quoted in the article is only a canon law advisor and NOT either a Bishop or the Pope.   Any statements made by an advisor can not be construed as being an official sanction or determination by the Magisterium of the Church.

Thus -- Governor Cuomo is still welcome to receive Communion in any Roman Catholic Church throughout the world.

Albany diocese responds on Cuomo, Communion:

Albany Bishop Howard Hubbard just released a statement in response to a canonical legal expert’s opinion that neither Gov. Andrew Cuomo nor his girlfriend Sandra Lee should receive Communion as long as they’re living together — or, as it’s known at the Vatican, in “public concubinage.”

The statement, in full:
    There are norms of the church governing the sacraments which Catholics are expected to observe.

    However, it is unfair and imprudent to make a pastoral judgment about a particular situation without knowing all the facts.

    As a matter of pastoral practice we would not comment publicly on anything which should be addressed privately, regardless if the person is a public figure or a private citizen.

I'm glad you've made that determination for your church.

Funny, I thought you were Catholic (or claimed to be) - yet you'll go directly against the code of canon law (915) that is the basis for the churchs teachings.

Guess you're just another cafeteria wannabe that'll pick and choose what's convenient at the time.

The person who holds something contrary to the Catholic faith is materially a heretic. (Heresy is the obstinate post-baptismal denial of some truth which must be believed with divine and catholic faith, or it is likewise an obstinate doubt concerning the same.)

No it's not. That guy in Detroit, specifically said "living together".

Why is it that politicians that support the death penalty are not denied Holy Communion?
I'm pretty sure that you remember that particular commandment, and no, I'm not "pro abortion".
Are you one of those imbeciles that picket Planned Parenthood (when the weather is nice), and discourage people from getting things like pap smears, and preventative birth control, which  prevents actual abortions?
You can't have an abortion if you're not pregnant,
Ever heard of those new fangled devices called birth control pills, or condoms?
That is MAINLY what they do there.
If it weren't for them (who provide birth control to many "low income" people) the cost of social services, would skyrocket.
You're just kinda have to trust me on this now, but in that neighborhood, preventative measures are sorely needed.
