Expansion of Proctors District Heat      $900,000      Arts Center & Theatre of Schenectady DBA Proctors

Schenectady, NY 12305      Proctors is the cultural anchor of downtown Schenectady as a performing arts center, place for conferences and meetings and owner/operator of a District Heating and Cooling Plant (DHCP).
About half a million people come to downtown Schenectady annually for some Proctors program, making it an economic engine for other investment. This request is to add capacity to the DHCP, allowing additional buildings to utilize this green heating and cooling resource without adding an individual heating and cooling system. Not only is this a cheaper way for many businesses to develop, but it also eliminates any additional carbon footprint from their reuse of their building or new construction. Specifically, the County of Schenectady is planning a courthouse renovation on an old building. This funding would allow piping to that location, thus helping the County, all current customers of the heating system (Proctors, a hotel, a mixed use building) by increasing efficiency. This is a model for national consideration of green downtown development.

Tonko had 'green homes' built that NO ONE CAN AFFORD.....DO THEY F'EN GET IT!!!!!!!  the folks making $75,000 and up just haven't felt the hit yet but
they soon will.....those dumb-a$$ jobs at $10-$15/hour mean ABSOLUTELY SH!T!!!!!......you cant own a home in Schenectady and pay all your bills
independent of the government.....GOT IT???? ARE THEY F'EN DUMB OR JUST STUPID.....I dont believe they are either but I do believe they dont know
what to do, because it is that tight out there....consumer confidence going up(that's a cheerleader number) it means we are going to put some dumb
a$$ number out there to have the masses quiet for a little while longer while this unwinds, because we have no choice.....the housing market is
unwinding.....the debrie field left once that vortex has collapsed will be cleaned up for years.....

This was sold as a way to develop private businesses/jobs-ROTFLMAO!! Instead Mercury Morris is hogging it all and expanding his tax free food and drink empire.

     Another $900,000 taxpayer public handout. Where does it stop? Please stop research this you will get sick, Now Key/Morris catering hall gets cheaper heat and light because it is a tax anchor. Anytime you see Mercury Morris and Taxin Tonko together run in the other direction.

This is not going to stop until people decide that their state and city tax dollars are being wasted supporting a theater in the name of "arts and education". Don't really know how a coffee shop and a catering hall fit into that category, or how $900K for heat and energy is allowed for this?

Proctors isn't helping anyone but themselves. They haven't created many paying jobs...it's mostly volunteers. They have Super Bowl parties for the community, but don't invite the community. They don't contribute to the City tax base and aren't required to pay Metroplex back $300K unless Gillen decides to (don't see that happening).

What exactly is Proctors doing for Schenectady? Competing with for-profit businesses? Taking other property off the tax rolls? Not even half the residents of the City have ever been to Proctors, so why are we paying millions for it?

Chuck Shumer also wants more money to go to Morris for heating in 2011.



Today, U.S. Senator Charles E. Schumer, as the final stop on his record eleventh-in-a-row 62 county tour, visited the recently expanded Proctors Theatre in Schenectady County.  At the event, Schumer highlighted Proctors for the cutting edge green energy project they are engaged in, and pledged to fight for resources so the project can be completed.  When finished, Proctors Theatre will be able to generate about half of the electricity it uses every year, saving millions of dollars and reducing demand on the electrical grid during peak hours.  They will also be able to expand the sale of cheap heating and cooling services to neighboring buildings, allowing those businesses to focus on expansion and hiring.  The money that the alternative energy generation will save every year can then be used to maintain the theatre as the hub of downtown redevelopment, paving the way for job creation and revitalization.

Funds would be used to expand the District Heating and Cooling Plant (DHCP) with additional piping to reach the Schenectady County offices complex, allowing for more economical and environmentally friendly heating and cooling for the County and others.
This project is in the interest of the taxpayer because adding piping to an existing, underutilized District Heating and Cooling power plant is a development driver for downtown and more “green” and economical than having multiple independent systems.

What money do neighboring businesses of Proctors need?!?! They already don't pay property or school taxes, the PILOT agreements are a joke and Metroplex has given interest-free loans not repayable for decades? Now we're funding $900K for heat and electricity savings???

Why don't we just have all the homeowners line up, hand over their wallets and deeds to the Morris/Gillen team and then have a tank roll over all the neighborhoods. It's happening anyway, a tank would work faster.

Proctor's, Mercury Morris' tax mooch empire and the County will be taken off the grid while the residents get slammed with continued County sales taxes on heating oil. Schenectady County keeps it's regressive tax on heating oil. And Sen Schumer wants to expand this?-lol.

     The County offices are hot enough with all the blowhards in office. Expand this to what Bombers? Villa? The overpriced lobster pizzeria? This is straight out of the DEM playbook. If it's allegedly green do it-taxpayers be damned-private businesses go to hell. Bike paths, empty buses and alternative heating for a chosen few nonprofits=RENAISSANCE!
