The tax cap will be passed by the state leg and the governor will sign it.    The governor's budget proposal cutslocal aid but increases incentives for municipalities that consolidate.     That means that what I have said all along ---- municipalities will consolidate ---- was right on the money.

Now if only we could get a State Senator that has the cajones to fight to eliminate all those unfunded state mandates that get laid on the backs  of the counties and local governments.

and Cuomo's budget proposal will offer incentives to school districts and local governments that consolidate --
he is using the "carrot and stick approach" by cutting state aid to school districts and local governments  (the stick) and offering incentives  (the carrot) for them to voluntarily consolidate.

I have not seen the specific language in the proposed legislation.   My understanding is that it is a specifically a property tax cap.

The only gambling that I do is at Saratoga  one day a year in August and at the casino in the Poconos one dayevery summer  --- and a few dollars here and there on the Megamillions.

Instead of real property tax cuts a mandatory 2% increase on record levels of taxation. More nothing from Albany. DVR is right they have done nothing to slash oppressive State Mandates.

     And it's worse than that. The State Senate created a super majority exemption. If a super majority of a town or school districts want-they can increase above the phony "cap". This means that Schenectady County, City, Rotterdam, Niskayuna {all controlled by super majority DEMS} can increase property taxes as much as they want.

The state needs to pass some common sense legislation that would allow local governments to cut spending --such as ---   down in Ulster County a few "government entities"  want to be able to pool their employees into a larger group plan for health insurance  -- such a move would save a lot of dough ... but state law prevents them from doing it.

It isn't as if they are asking to build a rocket to fly to  Pluto -- they just need some common sense changes  in state law that would enable them cut spending and save their property owners much money on their tax bills.

Accuracy of Employee Retirement Reporting
The New York State Thruway Authority maintains New York’s superhighway system, and its subsidiary, the New York State Canal Corporation, maintains the State’s canal system. The Authority enrolls many of its employees in the New York State Employees’ Retirement System. We examined the Authority’s enrollment practices and found that they complied with State requirements. In addition, the Authority is required to report certain information to the Retirement System about the enrolled employees’ earnings and number of days worked. We examined these reporting practices and found that the information reported by the Authority was, for the most part, accurate. However, we identified one reporting error, which we recommended be corrected.
