OK -- I realize that you are intellectually challenged -- so I will explain the Agnew reference. Mr. Agnew referred to the critics of the Nixon administration as the "nattering nabobs of negativity" in a speech written by the late William Safire. It was humorous then and IMHO it is still humorous today ... the "nabobs" became "nayboobs" when I accidently added an extra "o" when typing and I decided to keep it because it is even funnier.
BTW --- I personally know members of the Agnew family and a number of his friends from Baltimore --- he was a actually a good and decent man. He was and, still is, well respected in his community ... oh .. and after his death ... the only person who testified against Agnew before the Grand Jury that indicted him -- admitted that he (the witness) had perjured himself before that Grand Jury. Mr. Agnew never took those kickbacks that he was accused of. He was set up .. in order to force his resignation .. which opened the way for Nixon's impeachment. If Agnew had not been forced to resign -- most members of the House and Senate would NOT have voted for the Articles of Impeachment nor a conviction in a Senate trial (if it had gone that far).

Interesting that this term you use was the same one the Republican Agnew used towards many of the Democratic party and to anit-war liberals. Police chiefs in the area are looking at ways to share services. Despite significant political opposition to Schenectady Mayor Brian U. Stratton’s large-scale consolidation plans, the chiefs have been quietly discussing shared services for years. They recently met with Schenectady’s police chief and commissioner about consolidating back-office functions. And they intend to meet next week to prioritize the tasks they could share — such as records storage or training. Representatives for Scotia, Glenville, Rotterdam, Niskayuna and Schenectady will be at the meeting. They have already begun sharing expensive equipment that is rarely used but critical when it’s needed. That work proved to one chief that Stratton’s consolidation efforts were unnecessary. “The [consolidation] study did absolutely nothing,” Glenville Chief Michael Ranalli said. “It didn’t bring anything new.” He argued that chiefs have been working to share sensibly for years. But Niskayuna Chief John Lubrant said the chiefs have been creating a “foundation” that could be used to consolidate many more functions. Under Ranalli’s leadership, the chiefs are creating a mutual aid agreement that would give police the authority to arrest wrong-doers in other jurisdictions. Under the agreement, officers called to a municipality to help in a crisis would be granted all the powers of the local police. Currently, officers who are called for help can make arrests on misdemeanors and felonies — but not violations such as disorderly conduct, harassment and criminal mischief. That means they can do little at the sorts of incidents that would normally lead to mutual aid: riots, brawls and other large-scale events. The agreement must be passed by each municipality before it goes into effect. “It’s a good foundational thing,” Lubrant said, suggesting it’s just the beginning. “We’re looking for foundational issues, things we’re already doing or have easy consensus on.” But Ranalli said the chiefs have always worked that way. “We’ve informally created a serious accident/fatal accident investigation team,” he said. The county purchased expensive accident-reconstruction equipment, which is shared by the police departments. The few trained officers in each department work together on bigger accidents. Lubrant is willing to consider more ways to share services and thus save money. “Defi nitely interested in discussing things like that,” he said, but added that nothing will happen quickly. “I’m of the belief it requires a lot of behind-the-scenes discussion,” he said. Both Lubrant and Ranalli cited record storage as an example of a seemingly simple idea that would be difficult to implement. They noted that each department uses different software. Simply testing the feasibility of a shared storage plan would “require a lot of work,” Ranalli said. But Schenectady Public Safety Commissioner Wayne Bennett said it doesn’t have to be complicated. “Let’s not get intimidated by this concept. Just wondering, as this afternoon, I saw a Rotterdam Ambulance all the way over in Niskayuna at Mohawk Commons. I was hoping that since they are paid and they took so much tax money to this point that they were on a mutual aid call, but I think they were going to Five Guys for lunch with the company vehicle. Could they have been covering for Mohawk? I doubt it, but I'm hopeful.
Nah, they were probably just getting burgers. That's pretty much my neighborhood, and in 30 years, the only responses I've ever seen (and in just this order) were The Stanford Heights Fire Department (kudos, great guys), the Niskayuna police, and then Mohawk Ambulance. Sometimes, Life Flight.

Well, then, if they were there and there wasn't a reason for them to be there, why are paid personnel out of their jurisdiction with company equipment during a time when they are on the clock (I would expect that they wouldn't have been in the ambulance if they weren't on "company time.") Maybe management should keep track of where they're going before and after calls, or maybe this is OK with them.
