I was told that the city does not allow businesses to advertise with signs on private property.

Does anyone know if this is true or not?

Not positive, but I think that means the signs that are on sidewalks, oh, how to explain what they are called.  Think of those "horses" that people use in construction, with a sign on each side and placed on the sidewalk near the curb.

And also, not positive but perhaps it also means signs hanging from the front of a business where the sign hangs perpendicular to the property, even if it's 12 feet high up there.

Pat Z is the most knowledgeable about city rules (even more so than Stratton and the council members).  I'm sure she can copy and paste right from the codes books

I believe placing signage depends on your zoning. And then some areas, historic areas, you would need to go through the Historic Commission in City Hall for approval which means you have to come up with a design, colors, where exactly you want to place it, lighting, etc. I would start at the development office in city hall. It is across from the code enforcement office on the first floor.

They would also have any applications you might need as well as the schedule for planning meetings and when you have to have your paperwork in by.

would that include hanging out laundry to dry,  very large sweatshirts and very large lettering?????

because I have to say....with Rotterdam's planning and well planned comp plan,,,I think it would be allowed.....
