That's because New Yorkers believe in top down solutions to this mess we call NYS.  We put of faith in our Governor's every time, and every time New York's problems get worse. When will New York realize the New York political system filled with corruption, and one man can't change it?  Cuomo's intentions might be there, and his rhetoric sounds good, but he knows there is little he will be able to do.
