Ch 6 should also have done some interviews with other Poplizio tenants. Maybe ask them how 'safe' their living environments are. Maybe do a little tour - any smoke detectors?

I understand that Poplizio's building was falling down and the City had to 'take action'...but if channel 6 can get a hold of this guy, why couldn't the City find him and his bank accounts for the $50K?? Just asking.

What was the record of code enforcement violations? Were the smoke detractors working? The City Attorneys need to for once get off the dime and protect the oppressed City taxpayers. This landlord has plenty of other assets that must be seized. Set an example that this neglect and dereliction of duty will no longer be tolerated.

I'll tell you what I'm sure happens with these landlords.  All rental property in the city requires a certificate of occupancy before being rented.  But that's all on the honor system.  If a landlord does not contact the city to obtain a CO, and if the tenant doesn't care, then, no one comes to inspect.  I'm sure that some prospective tenants have inquired in which case these landlords have refused to rent to them, and the prospective tenants have opted not to call the city about it.  Or maybe in some cases I'll be that the landlords, upon being asked about the CO, perhaps could be told that the rent will be much higher, but the landlords might tell of higher rent in such a way that the prospective tenant doesn't see the connection.

If the tenant is Section 8, then the landlord has to go through extensive inspection, so you know that the landlords will not rent to Section 8.  But the Section 8 waiting period is so very long (not even sure applications are being taken right now); and landlords certainly follow the news and thus know when they can scam their tenants.  And it helps the landlord even more when the prospective tenant has children and really needs to find a place, they are more apt to take anything that comes along

Right! This is what will happen to the slumlord-NOTHING. Why didn't they hound him for back taxes? The taxpayers will foot the entire bill for the clean up just like at Brandywine School. Nobody will say nuthin. The corner will remain empty and the neighboring parcel (for sale) will probably also have to be knocked down. Nothing will improve until the entire horrible DEM working together crew is thrown out.

I wonder if he had insurance on the building, wouldn't that be a violation right there if he didn't. And why couldn't the city collect the rents from all the properties he owns to recoup cost of demolitiion and back taxes?

I don't think it's legal to actually take the rents. However.....people will be 'shocked' , if anything comes of this!

He was quoted in the paper as having "some" insurance, and provided the city with the names of, I think, four insurance companies, the city checked them out, the insurnace companies never heard of him.  But then he is quoted as saying he will be "talking to the insurnace man."  Yeah, right

Surely he's hoping that this will quietly go away.

He's probably already working with Susie, Gillen, and Statton for some tax handout where he will profit, just like his buddy Alsdorf (and his partner Dennis Todd) when DV's dem buddies of Savage-Gillen-Stratton rewarded those tax delinquents with a quarter of a million of our tax dollars

Continuing reading the documents - he seems to buy a lot of property for cheap.  $1, $10 .. etc.

He (along with occasional partners) have also purchased several properties on Union Street, 1107 - etc.

Also interesting, Joseph Liccardi is his attorney in more than one of these ventures.
