Ink and toner cartridges weighing 16 ounces or more are banned from both carry-on and checked baggage, the Transportation Security Administration announced today.

It was such cartridges that had been packed with explosives and were shipped last week from Yemen. The shipments, sent aboard cargo planes, were intercepted.

The Air Transport Association, which represents airlines in the United States, said its members were in compliance with the new directive.
