Consolidating police is still out, but the county will consider Mayor Brian U. Stratton’s idea for consolidating the assessment office. With Assessor Patrick Mastro taking early retirement, Stratton said he wants the county to take over assessments. He envisions a system that would eventually handle all property assessments in the county. County Legislature Chairwoman Susan Savage said she’s open to the idea. It’s particularly relevant to the county because its Real Property Tax Service Agency director may retire under the same incentive that persuaded Mastro to go. The county Legislature approved the retirement incentive for Director Nicholas Barber on Thursday. He said he’s leaning toward taking it but hasn’t decided yet. When all of the county retirees announce their intentions, Savage plans to meet with Stratton to discuss everyone on their early-retirement lists. Workers are leaving through a state incentive program, which both the city and county agreed to offer to their employees in an effort to cut their work forces and reduce costs. Stratton intends to simply eliminate many of the positions once the workers retire. But Savage said others, who must be replaced, could perhaps be shared by both governments. That would allow the municipalities to fi nd qualifi ed department heads while still meeting the state’s retirement incentive rules, which say replacements can be paid no more than half of the original employee’s salary. “We’ll see if there’s any ways we can consolidate positions,” Savage said. Consolidating the entire assessment office could save the city much more money than just replacing Mastro. Schenectady is budgeted to spend $400,000 on the assessment office this year, including Mastro’s $82,000 salary. The city spent another $17,000 on the board of assessment review this year. And now because the city is in such financial ruin they expect US, the townspeople to share in their misery. ALL of these people, both in the city and the county have GOT to be voted out!!!
These early retirements will accomplish NOTHING! They will eliminate jobs of their choosing and will just re-create them for their cronies!!!
Until the city gets it's financial house in order and ALL of the county representative are voted out.............NO CONSOLIDATION FOR ANYTHING!!!

C'mon working together works! You must put skin in the game! They will eliminate nothing and only screw the school district out of money that will result in higher school taxes. These politicos are all fiscal nit wits. So far the only answers from the rubber stamps is an early retirement plan and another half baked recycling effort that never works. CUT SPENDING. If the County wants to help open up a Waste To Energy plant so we don't have to ship garbage across the State. That would generate income outside of property taxes. I talked to a few 5 year olds, they said they have no problems paying for the $50million bond when they gow up.
Just keep on bonding. After all, the politicians rigging the system for personal gains are long gone and collecting their pension for their "public (dis)service" don't have to face the generation stuck paying the bill.

This "plan" has been kicked around for over 10 years. It is being pushed down our throats by old lefties on the Library Bored and editorial bored.

I believe that both Troy and Albany just spent money to upgrade and/or build libraries -- I think Libraries are a good investment.

I'm all for libraries, but NOW!!! In a county where people are packing up and just walking away from their homes and never looking back because their taxes are too high?
