The job creation goals for three projects could not be determined, two projects met their job creation goals, one project exceeded its goal, and one project’s employment decreased since it began receiving RIDA assistance. Without complete and accurate information, the RIDA Board cannot properly monitor project performance and effectively meet its responsibility to the public.

The Rotterdam Industrial Development Agency failed to monitor several town-based projects and payment-in-lieu-of-taxes agreements adequately, resulting in miscalculations of payments to municipalities and a failure to ensure some projects met job-creation goals, according to a state audit. “This isn’t fair to the community or its taxpayers. The Rotterdam Industrial Development Agency is responsible to the public. It has to be more transparent and accountable,” said state Comptroller Thomas P. DiNapoli. DiNapoli’s audit covers IDA operations between January 2008 and September 2009 when it had its own administration. The Metroplex Development Authority began administering the agency through contract in March. The audit found that the IDA: Did not establish criteria to evaluate projects and failed to document approvals. Did not adequately monitor project performance to ensure that approved projects met their goals. The audit found, for example, that one project fell short of its stated job creation and retention goals by 18 jobs. Did not effectively monitor compliance with PILOT agreements and sales tax exemption applications.
