The 2nd Deputy Clerk should be a "per diem" position ... paid only for the days that he/she actually fills in at the Town Clerk's office.

Personally, I would like to see the Office of Receiver of Taxes folded back into the Town Clerk's Office .. which is perfectly legal.  I believe this change would require approval by the voters of the town.   As there are 2 clerks in the Receiver of Taxes office and 1 clerk in the Town Clerk's office -- plus the 2 elected positions  ... a merger would reduce the 2 elected positions to 1 elected position .. and my guess is that you could reduce the support staff from 3 persons (currently) to 2 persons .. designating one as 1st Deputy Town Clerk and the other as 2nd Deputy Town Clerk.  This way taxes would still be collected and the various functions of the Town Clerk's office would also be accomplished -- at a lower cost (by eliminating 1 elected position and 1 support staff position).

Wow you are so up on the town clerks office and the requirements for the office.  I have to tell you that
if I didn't know better you are not the Democratic Voice of Reason, but one of the puppets to make EE
and "her" office look good in the face of all of HER controversy.  Give it up. The residents are pissed off
and are tired of EE being on "sick" leave. FORCE HER TO COME BACK TO WORK OR RESIGN!

EE is not sick in the common sense - like a cold

I believe she is not mentally capable of continuing in the elected position

Proof of this is her inability to show up for work.

If not bring in the doctors note and I will stand corrected

I am hardly a puppet for anyone.  In my remarks about the Town Clerk's Office, I was not addressing Mrs. Esposito's absence.   I believe that is a separate subject and one upon which I will keep my opinions to myself on.
I was speaking about the need to cut the cost of town government while at the same time ensuring that the proper functions of both the Office of Town Clerk and the Office of Receiver of Taxes could be exercised in the most cost effective way.

It is a legal fact that we are NOT required to have a separate Office of Receiver of Taxes.  In those town without a Receiver of Taxes, the function off receiving tax payments is carried out through the Office of Town Clerk.

It is a fact that we have 2 elected officials - Town Clerk and Town Receiver of Taxes.  It is also a fact that each has some support staff - a First Deputy Town Clerk in the Office of Town Clerk and 2 staffers in the Office of Receiver of Taxes.  

My proposal is a simple one -- combine the two elected posts into one elected post -- that of Town Clerk .. and then bring the 3 support staff positions to 2 support staff positions -- one being the First Deputy Town Clerk and the other being the 2nd Deputy Town Clerk.

In this way, we save money in terms of the salaries paid.  We continue to offer good service by having a fully staffed Town Clerk's office.

I have believed in this idea for at least 5 years - when I ran for Town Council - and still believe it is a good idea today.

I have other ideas for cutting spending in town government .. that I will share in the future.

of Democratic Voice of Reason?

I heard that she was a bank teller but not sure where.  My friend went out with her roommate but cannot remember the details. Why?  'Cause that was decades ago!   She's been at TH almost as long as EE has.

I am not hiding behind any facade.  I go to every town board meeting and am active on the Parks and Recreation Commission.  I am more than happy to discuss the issues here or in person.

Maybe if we detach the personalities from the debate and had an objective discussion about how to run Town Hall more cost effectively .. we could get somewhere.

how about let CSEA employees work 8-5
eliminate all appointed positions
and make the town clerk and receiver of taxes PT at 15k a year each working after 5pm so working people can use town hall
then we would have minutes of meetings on time
hunting lic and fishing lic in a timely manner
no handicapt tags issued with no docs
no signing for dead people
a real town database used by all depts and police and up to date docs on line

I would say fold the Receiver of Taxes position back into the Town Clerk position -- keep the salary at a reasonable FT rate - something between $40k and $50k as long as it is excercised as a FT position.  If it is exercised as a PT position then the post should be paid no more than the Supervisor's which is about $15k.

We could also save $$ by closing the Town Hall on Monday but opening it 1/2 day on Saturday ... New Jersey is doing that with many state offices that deal with the public and are thus able to save 10% in payroll costs without steep layoffs and actually providing MORE service to taxpayers.
