I really don't see how anyone new on any board, be it school or city, can or will be able to make a real noticeable impact. The city and this 'top notch' school system is locked into union contracts EVERYWHERE! From the teachers, to the county workers, to Glendale, to the city workers, to the cops....they are locked in with no recourse.
This issue of water meters is just one more fee that would be added to the already overburdened taxpayer. But it goes beyond the water meters. Metering water has been used successfully in many areas. Areas that aren't already burdened by carelessly negotiated union contracts. Areas where the local government doesn't spend like drunken sailors. Areas where there are more private sector jobs than public sector, non-profit and minimum wage jobs.
Where to begin? That is the problem.

From what I've read and heard the only way the cities can get out from under the burdening debt of all the public contracts is for the legislature in each state to change how the contracts are set up, police/fire or the city will have to file bankruptcy and a judge can restructure the contracts just like they did with Government Motors. There is no easy solution to solve this problem as it's been getting worse every year for a long time now and nobody wants to touch the issue, as far as the legislatures go, as there are votes that will be lost.
They will always give away the farm when it comes to union contracts. That is what guarantee them the votes. It has nothing to do with the budget or the taxpayers......it all boils down to VOTES! That is why the glendale home will always be in existence and the pathetic schenectady school system, as it stands today, and the corrupt police dept.....VOTES!

Votes AND jobs. Without the Glendale home there is no place to help that neighbor who passed out your signs. Votes aren't so important when you're the only name on the ballot.

You know what conversation is really funny.....when you see a report about this country or that country not having clean water....and they try to make us feel guilty for having clean free tap water in America so pay to send some over there......there is no free water......we F'N pay for it.....although there are a bunch of idiots purchasing bottled water.....as if America has soooooooo many water diseases around......
