After laying the groundwork for a decisive vote this week on the Senate's health-care bill, House Speaker Nancy Pelosi suggested Monday that she might attempt to pass the measure without having members vote on it.

Instead, Pelosi (D-Calif.) would rely on a procedural sleight of hand: The House would vote on a more popular package of fixes to the Senate bill; under the House rule for that vote, passage would signify that lawmakers "deem" the health-care bill to be passed.

The tactic -- known as a "self-executing rule" or a "deem and pass" -- has been commonly used, although never to pass legislation as momentous as the $875 billion health-care bill. It is one of three options that Pelosi said she is considering for a late-week House vote, but she added that she prefers it because it would politically protect lawmakers who are reluctant to publicly support the measure.

"It's more insider and process-oriented than most people want to know," the speaker said in a roundtable discussion with bloggers Monday. "But I like it," she said, "because people don't have to vote on the Senate bill."

Republicans quickly condemned the strategy, framing it as an effort to avoid responsibility for passing the legislation, and some suggested that Pelosi's plan would be unconstitutional.

"It's very painful and troubling to see the gymnastics through which they are going to avoid accountability," Rep. David Dreier (Calif.), the senior Republican on the House Rules Committee, told reporters. "And I hope very much that, at the end of the day, that if we are going to have a vote, we will have a clean up-or-down vote that will allow the American people to see who is supporting this Senate bill and who is not supporting this Senate bill."

This is totally unconstitutional, and Mark Levin and Jay Sekulow, constitutional experts, agree!

Michele Bachmann says it violates Article I, Section 7. I checked it out and it DOES!

ANY rep who votes for a rule, rather than a bill, is stepping on the Constitution, and should be held accountable. I wish Al Roney were still at WGY, because he would get many calls on this. There's still Paul Vandenburg, and I hope he exposes the reps in our area who blatantly violate our Constitution. I hope the good talkers will call him.

I dont understand all this jargon.....but,,,,does this broad have kids or does she consider the American people her surrogates?.....because really,,,,I dont have a pool-boy, gardener and what not...but
I dont need someone to wipe my a**........and dont legislate brotherly love to me, for me etc........get off my back.....ask me for food personally and I will give it,,,,but, it's no one else's business

Rep. Mike Pence calls this the Slaughter HOUSE bill, and I hope the Dems get slaughtered next Nov..

Obamacare should be called the abortion bill, because it would have been passed long ago, if the Dems took out abortion, which leads me to: Who IS Rep. Louise SLAUGHTER?

This (hopefully not) passage of this health care bill is nothing more than an entitlement. And once the sheople get a taste of even more government entitlements, it will be almost impossible to reverse it. This is how the dems keep power....through government entitlements.

The dems aren't looking for the people who say 'no' to government handouts. Nor are they looking for the people that want to make iton their own.

The dems look for the sheople that have no substance, common sence, brains or fortitude to make it on their own. They look for the sheople that are standing with their hand out for their government, tax paid hand out.

The proposed obamacare, like many other government programs are clearly just socialistic entitlements. And the stupid sheople by it hook line and sinker!

The slaughter bill will allow this bill to pass WITHOUT a vote! So then the dems can go back home and say.....'oh I didn't actually vote for the health care bill'. They can actually do a 360 and say they weren't in support of it!  BULLSH!T!

The majority of the dems are hell bent on voting YES, even though the american people don't want it.

it is the handful of undecided that need to be influenced.

That's the idea. The reps claim that they didn't vote for the bill, they only voted for a rule. But the American people aren't that stupid, and even the ones who were stupid before are finally catching on.

On the flip side....if this passes, God forbid, and the sheople  begin to love it...it will give birth to....... the dems will gain supporters and the reps will begin to lose them.

When the taxes start coming out of their income and the benefits don't start for 4 years you'll start to hear them howl but it will be too late. We have to hope that the Supreme Court finds the bill unconstitutional.

It's not only the fact that they're saying that no vote is necessary.  The fact is that they're, as Ms. Pelosi stated, going to rush this through and then read it to find out everything that's in it.  That's one place where I'm glad that we from New York have in our Constitution.  Fact is, per the Constitution of New York State, the bill has to be on the legislators desk for 3 days before they can vote on it, unless there's a specific reason that the Governor sees as a reason to speed it through.  I think that this needs to be the next Federal Constitutional Amendment.
