School aid numbers released
Legal challenge likely to governor’s action; taxpayers in middle

    School districts across the state found out on Tuesday how much less they will get in state aid as part of Gov. David Paterson’s $750 million payment reduction plan.
    In the Capital Region, the dollar amounts of a 10 percent reduction in December aid range from just $3,406 for Stillwater Central School to $307,350 in Gloversville and $744,643 for the Albany City School District.
    A more serious reduction could come in January if 19 percent is slashed from much larger STAR payments to school districts as indicated by the governor. STAR is the state’s School Tax Relief Program.
    For example, in the Saratoga Springs City School District, the December state aid reduction will amount to about $155,000, according to Superintendent Janice White. However, if the district’s STAR payment were reduced by 19 percent in January this would be a loss of approximately $1.2 million, she said.
    “Those are promises made by the state to taxpayers of the community,” White said about state aid to education. In the end, she said, “taxpayers pay the price” when this is withdrawn.
    A spokesman for the state Division of Budget said Tuesday evening that the exact amounts of STAR aid reductions have not been released. “Those payments haven’t been finalized,” said Matt Anderson. He said these payments will be finalized at the very end of the month.
    Anderson said 19 percent, or $436 million, will be cut from the $2.3 billion in STAR money and school districts across the state will see a reduction in their individual payments.

    “Our hope is to make payments when sufficient revenue becomes available,” Anderson said. We are already paying for things we 'don't' want. It appears that we are already paying for things that 'others' want! Or that our government 'thinks' we want.....whether we want it or not!!!!!
