The Oct. 6 story, “Proposed budget taps savings,” was written, in my opinion, to criticize Mayor Brian Stratton’s 2010 city budget. The article contained words such as “cash cushion savings account, rather than reserves.” When Gazette [Reporter Kathleen Moore] discussed the budget with members of Mayor Stratton’s staff, the word used to describe the funds applied to reduce the tax levy was “reserve.” Has the Gazette forgotten that when Mayor Stratton assumed office, he assumed a potential deficit of over $10 million? Through sound financial planning, steps were taken to set up reserves to meet hardship when they occur. If the reserves were not established, as in the past, the city would once again be in severe financial distress. The Gazette’s Oct. 7 editorial took aim at the mayor when it criticized the logic for building a “garage.” The city garage is old, areas are unsafe and in need of costly repair. Do you think a feasibility study was not conducted to determine the best possible solution to the problem? Of course it was. The study indicated that numerous savings would be achieved by moving the entire Bureau of Service to one, central location. The editorial also questioned the sale of tax liens. Yes, $20 million of tax liens have been sold. I guess it’s just an oversight that the editorial failed to indicate the department heads reduced their 2010 operating budgets by over $2.1 million. City employees are working hard to provide services in the most economical way. Probably what bothers me the most is this: Reporters are sent to meet with officials and write articles. In all fairness, it is impossible [for a reporter] to grasp in one interview budget details that offi - cials have been working on for months. I believe they attempt to report accurately but because they don’t understand, what they write is often incorrect. In my opinion Mayor Stratton did not “punt,” he scored a TD. He’s made sound financial decisions based on information available to him. He has also indicated that as additional data becomes available, he will attempt to reduce further the 2010 tax levy. Nice job, mayor.

Schenectady property taxpayers breathed a collective sigh of relief last month when the City Council adopted a 2010 budget with no tax increase.
While the stable tax rate is welcome in tight times, the budget is balanced with some speculative increased revenues and decreased expenditures.
For example, the council reduced the usual funding level to fight ice and snowstorms and puffed up revenues from parking ticket fines. Both areas are highly unpredictable.
Even worse, $7 million in surplus funds got plugged in. Anyone who took Government 101 knows this move will present a $7 million budget hole when it comes time to balance the 2011 budget.
State comptrollers forever have advised municipalities to use surplus for non-recurring expenses -- like buying a fire engine or paying off debt -- not operating costs.
Also, after budget adoption, Mayor Brian Stratton said there is "great uncertainty" about cuts to $14.9 million of state aid.
A couple of months ago, it was learned Stratton was considering a whopping property tax increase in the 18-22 percent range. Next thing you knew, the mayor submitted a budget calling for a much more acceptable 5.8 percent tax.
Then, the City Council got into the act with sharpened pencils that eliminated the entire proposed tax increase.
Juggled tax increase estimates and possibly unreliable numbers in the budget coupled with questionable state aid could be ingredients for a big-time 2011 tax rate hike.
All municipalities are doing the same thing this year. They are using stimulus monies or reserve monies to plug a budget deficit. Next year is gonna be a tax killer for everyone!!!!
I say vote them all out! Vote in people who will 'actually' cut spending no matter what the special interest groups do. Let's vote in people who don't care if they get elected for life. That will do what they have to do to cut spending even at the expense of their political career.
If they don't want to set term limits....we can, just by voting them OUT!

Not every city and State is doing this. NYS and NYS cities are-while totally wasting federal money. Yeah, suppressing traffic on Erie is an important "stimulus" priority-lol-As SOS stated great to have more empty parking lots.
As far as voting them all out-YES! But bring a pen to the polls here because so many of them run unopposed. Congrats to Pat Z who finished fifth in the voting behind write in Vince Riggi! Imagine if she had a line-or was in a community that understood how to write in.
