SCHENECTADY COUNTY CSEA cites fiscal questions in takeover State union alleges ‘financial improprieties’ BY STEVEN COOK Gazette Reporter
Allegations of “financial improprieties” within the union that represents all municipal and school bargaining units in Schenectady County helped prompt the state CSEA’s takeover of the local union last month, according to a lawsuit filed this week. The state CSEA filed suit Wednesday against the local union’s longtime treasurer, Cyntha Chevalier, alleging that she has refused to produce financial records for a three-year period. The suit was filed in state Supreme Court in Schenectady County. As treasurer, Chevalier was required to produce the records on request of the state organization. But she handed over only documents for a one-year period, Oct. 1, 2007, to Sept. 30, 2008. The state CSEA had asked for records from Sept. 20, 2005, to the present. “To date, defendant has failed and refused to return to CSEA the financial records of CSEA Local 847,” except for the period provided, the lawsuit reads. Chevalier couldn’t be reached for comment on Thursday, and a state CSEA spokesman declined comment. The state organization put the CSEA Local 847 executive board and its eight units into administratorship on Feb. 23 to protect the interests of the membership, CSEA Local 1000 President Danny Donahue said in a March 4 memo to local union members. The lawsuit filed this week goes into greater detail on what led to the state union’s takeover of CSEA Local 847. Specifically, efforts were made over nearly four months to get the documents so an audit could be done. Finally, on Feb. 18, CSEA statewide treasurer Joseph Mc-Mullen sent a letter demanding that the records be produced or the parent union would take further action. That action came Feb. 23 with the placement of Local 847 into administratorship, stripping its board of its titles. Chevalier was treasurer from July 1, 2000, until her title was stripped last month. In between came the arrest of city schools director of facilities Steven Raucci on Feb. 20. Raucci was president of the school district’s CSEA unit. Raucci faces felony arson and terrorism counts and is accused of placing incendiary devices at homes or on cars in retaliation against individuals who he believed wronged him. No mention of Raucci is made in this week’s filing. In his March 4 letter to members, Donahue addressed Raucci separately, saying that Raucci’s arrest led Donahue to place that unit into administratorship as well. The state CSEA wants a long list of documents and records, including bank statements, canceled checks, blank checks, receipts and other records from Local 847. The state CSEA is seeking a judgment against Chevalier and monetary damages. The state organization’s investigation began in November with the first reports of financial improprieties in the financial accounts of Local 847. In his letter, Donahue said the CSEA Local 1000 received allegations and complaints filed by Local 847 officers about each others’ conduct. An audit began in November. The first letter was sent out Nov. 19 to Local 847 President Joanne DeSarbo, with a copy forwarded to Chevalier. The state organization demanded the three years of records. Chevalier was to produce the records by Nov. 22. By Dec. 20, Chevalier only provided the one year’s worth of records. I heard from someone that this Chevlier lady was the "woman" that the wing nut Raucci referred to in the note that he left on the house he bombed. Remember it said that "you act tough with a WOMAN, now lets see how tough you are with a man" or something to that effect. All the investigators know it, but apparently it will come to naught as well.

unions had there purpose - when children were working in hazardous conditions 12 hrs a day, if you got hurt and automatically lost job, no benefits, no breaks, unfare wages, etc etc etc... Now like the govt, unions have to much say in what goes on in private business and private matters
