Proctors must agree not to censor SACC-TV

    The possible takeover of Schenectady’s public access TV station by Proctors staff has been discussed over the past few months [May 8 Gazette]. Over all the years that I have served the people in an elective capacity, I have been an active supporter of Proctors and the public access TV facility.
    Some time ago, when an elected official suggested that Proctors be turned over to the bank to overcome some of its financial difficulties, I publicly opposed the proposal. After several debates, the City Council majority supported my proposal to have the city retain control of Proctors. Also, thanks to Proctors volunteers, we succeeded in a beautiful renovation of Proctors. Proctors remains an irreplaceable gem.
    I’m also proud to say that as mayor, in cooperation with the city council in the 1970s, we agreed to establish a public access TV station. Originally the station was located in an old school building in Woodlawn. Since then, the volunteers and low-paid workers have done a great job in accommodating community and peopleoriented TV shows.
    I’m proud also to say that I have had the privilege of taping my half-hour show since the late 1970s. Thanks to the dedicated people we have had working, the public access TV station has been an asset to the city and county of Schenectady.
    Ever since the public access station was established, all of the participants were never monitored and/or deterred from publicly expressing their viewpoints on any and all subject matters dealing with civic, social functions, government, politicians and other subject matters.
    If the Proctors administration does take over the management of our public access station, I ask on behalf of the people, and the public access TV participants, that a provision be put in the contract that will never prohibit program participants from saying anything about city and county legislative actions, elected officials’ concerns, and/or any other subject matter dealing with private business, community service, etc.
    In other words, I ask that the privileges so given by the existing public access TV administrators to all who have been taping since the 1970s remain as is.

They currently do censor it now, when the county meets. Certain speakers speeches are deleted. Of course it always a technical glitch, not to worry. They "run out of tape." Or sometimes "there isn't enough time to show it in it's entirety." But plenty of time for mindlessness and teenagers wrestling and that sort of amateur film making drivel.

Let us not forget the District 4 debate where the tape ran out and just in time to prevent the 2 GOP candidates from giving final remarks. Nobody said nuthin-with one exception.

     The idea of consolidating 2 mismanaged taxpayer money pits into one huge mismanaged taxpayer money pit is just the type of stuna idiotic idea the Gazetto and DEMS on the County would support.

a lot of things people say especially from the outlaw party are things that cause tension in the community and make people uypset plus hurt the welfare of all the people over here and need to be shut off. just remember it is part of the tradition in the world and in america that you cant yell fire in the crowded movie hall or anything like that and surhad and mertz and the troouble makers do that all the time with lies about things like big house and the police and that there.

Guess I've been away too long.  Last think I knew, Proctors was so successful, they were packing the place every night.  Now, they have time to move everything that SACC-TV does to a side-stage and their main stage???  Maybe things aren't so rosy, huh?

President mulls future of Schenectady public TV station in cooperation with Proctors

SCHENECTADY — The president of the city’s public access television station on Thursday night promised to discuss any offer to sell the SACC-TV building with membership prior to making a decision.
President Gary McCarthy said there is no valid offer on the table for the building at 115 N. Broadway, which SACC-TV obtained for approximately $96,000 in 1996. However, the SACC-TV board is looking to unload the building, a former Goldstock’s store, as part of a plan to move operations to Proctors.
SACC-TV in May entered into a management contract with Proctors, paying it $1,000 per month through Sept. 30. Proctors is managing SACC-TV’s finances and paying its bills during this period, McCarthy said.
In September, Proctors will present options to SACC-TV’s board about how to proceed with the relationship, said Proctors Chief Executive Officer Philip Morris, who attended Thursday night’s annual membership meeting.
Morris said one option is for Proctors to oversee management of SACC-TV and for SACC-TV to become part of Proctors.
McCarthy said a relationship with Proctors would move SACC-TV to the next level, allowing the television station to improve its programming and reduce its costs. Proctors would handle most of the “back room” operations, such as accounting and membership organization, and would tie in its education programming with SACC-TV.
SACC-TV would gain access to state-of-art production equipment and would benefit from association with Proctors, which McCarthy called a premier regional venue.
“We are looking at ways to make SACC-TV better, to expand it,” he said.
McCarthy told members Thursday night that the Capital District YMCA approached SACC-TV to buy the building for $1 for a proposed daycare center downtown. The YMCA is planning to relocate its State Street fitness center to Center City, and the SACC-TV building is about a block from the site.
McCarthy said the SACC-TV board rejected the proposal, saying the building has a value of approximately $300,000. He said that SACC-TV’s by-laws allow the board to sell the building without approval from members but he will discuss any proposal with the them first.
Several SACC-TV members Thursday night objected to the proposal to sell the property, suggesting that the board invest in the building. Others approved of the proposal or wanted to see what Proctors would offer in September before offering an opinion.
Jeff Beller said SACC-TV should partner with Proctors but it should also remain separate from Proctors.

Editorial: Promising SACC-TV plan

We’ve long been supporters of public access television and of Schenectady’s station, SACC-TV, in particular. Despite chronic financial problems the organization has done a commendable job, building and operating its own studio and putting on far more programming, including original programming, than any other station in the region and perhaps all of upstate. But it could do much more, and will be able to under a new arrangement being forged with Proctors.
This plan isn’t totally without controversy. Some former board members see a threat to SACC-TV’s independence and want to stay in the current location, the former Goldstock’s Sporting Goods on North Broadway, in which the organization has invested a lot of money and its members a lot of sweat equity. But theirs is apparently a minority view, judging by the fact that several of them ran for the board in last week’s election and lost.
Most SACC board and other members see a move to Proctors, which would allow the station to get out from the expense of running an unnecessarily large old building in need of constant maintenance and raise some money for programming and equipment through the sale of that building, as a positive. An even bigger positive is the chance to take advantage of Proctors’ experience and resources when it comes to marketing, bookkeeping, fund raising and membership services — not to mention its technical personnel and facilities.
Those facilities include several theaters with sophisticated audiovisual equipment, all connected by fiber-optic wires. That means SACC would be able to produce programs and broadcast from virtually anywhere on the Proctors campus, whether it’s a dance recital at the 440 Arts Center, a film series or educational program at the GE Theatre (enhancing its educational programming is primarily why Proctors is interested in the arrangement), an interview show at the Muddy Cup or folk music on the stage in Walter Robb Alley. This not only would broaden SACC’s offerings but increase opportunities for the public to see and participate in what’s going on, which, in turn, should lead to more members, more community and financial support.
Promising as it all seems, there are some concerns that should be addressed before final plans are made. They have to do with governance, independence and mission.
SACC needs to keep its own board, and operating budget, and not simply be absorbed into Proctors. Care must be taken that the station doesn’t come to be seen as a publicity machine for Proctors; or, if it gets into different areas such as news, as some board members would like, isn’t perceived as partisan. This could be a problem with Democratic leaders Christopher Gardner and Gary McCarthy on the board (he is president), although they’ve both been there a number of years and there’s no evidence of it happening yet.................>>>>................>>>>.............http://www.dailygazette.com/news/2009/jul/12/0712_edit1/

SCHENECTADY -- Proctors is going into the television business.
The popular downtown theater and arts venue is poised to take over the city's public access station, moving the station from its Broadway facility into the Proctors complex on State Street and expanding opportunities to train aspiring filmmakers -- while keeping the station's original programming staples like the weekly interview show "Schenectady Today."
"We are a creative enterprise and media is something that touches lots of people," said Proctors CEO Philip Morris, who was unaware of any other arts group nationwide that has taken over a public access channel.
