Discount drug card proposed Legislators propose savings program for all county residents
By CAROL DeMARE, Staff writer First published in print: Monday, March 2, 2009 ALBANY — County legislators want to make available a discount prescription drug card free of charge for all residents, a program already in effect in Schenectady County.
The card would provide average savings of 10 to 20 percent on brand-name drugs and 20-50 percent on generic drugs and would be accepted in virtually all pharmacies in the Capital Region, officials said.
A resolution, approved last week by the legislature's Personnel Committee and up for a vote at the March 9 legislature meeting calls for County Executive Mike Breslin and the purchasing department to seek bids from companies that would manage the program.
It would be the second time proposals were sought, to the chagrin of Legislator Shawn Morse. He initially introduced the cost-savings program in 2004, long before other counties. A request for bids went out the following year but no company responded and the program was abandoned. Morse thinks that earlier request for bids may have been worded incorrectly.
Recently, the Cohoes Democrat learned that freshman Republican lawmaker Patty Schwarz Lockart of Colonie was preparing a drug card proposal. Together, they worked on a new measure for proposals.
"We're expecting plenty of people to bid on it, and hopefully we can have it up and running in a few months," Morse said.
"It could save people anywhere from 10 to 40 percent, regardless of income, whether they are insured or underinsured," Morse said. "Our goal is to get it to the people with the least amount of means to pay for drugs."
In October, Schenectady County contracted with ProAct Inc. to provide all county residents with prescription drug discount cards for use at various national chain pharmacies. ProAct Inc. is a pharmacy benefit management company based in central New York and a division of Kinney Drug.
The drug discount programs are available at no cost to the counties and all residents in the county can receive one regardless of income, age or insurance plan, officials said.

SCHENECTADY — If they haven't already, every family in Schenectady County will be receiving a discount card to help offset the cost of prescription drugs.
County officials say the cards should have already started arriving in mailboxes.
Last year, the county announced the deal with ProAct Inc. to provide the cards, which will help defray the cost of prescription medication not covered by insurance or if the person has no insurance.
The cards, which come at no cost to the county, will provide users with savings between 10 and 50 percent.
While the program will be of most benefit to residents lacking prescription drug insurance, all county residents would be eligible to participate.
ProAct Inc. is a pharmacy benefit management company based in central New York and a division of Kinney Drug.
The measure was sponsored by Democrats in the County Legislature and later passed by the full body. There are no enrollment forms, membership fees or income eligibility requirements and people can use the cards as soon as they arrive, legislature Chairwoman Susan Savage said.
The Medicare Part D prescription benefit plan has a coverage gap, often referred to as "the doughnut hole," that requires participants to pay large out-of-pocket expenses for medication.
Savage and others say the discounted card will help bridge that gap, which sometimes can be upwards of thousands of dollars.
For those who already have prescription drug coverage, the card can be used for any prescriptions that are not covered by insurance and for medication for family pets.

Got mine today - took it to two pharmacies to ask about it ... both told me it would be more expensive to use this card than to use the discount they offer every customer that walks in the door.
Suzies picture is plastered on the inside, and the Schenectady County seal is printed right on the card.

One question is............... Q.What is covered? A.All prescription medications are covered at a discounted rate. YOU CAN EVEN USE IT FOR MEDICATION FOR YOUR PETS!!! I just can't believe that pet thing! Are these people... wing nuts?
And the front says....Please do not disregard the POTENTIAL prescrition savings. It is clearly not guarenteeing a savings.
This card is for people who have NO coverageat all for meds. There is no income requirements either. And where are these meds coming from? What country?

Well, you can get them at any "participating" pharmacy.
The "pets" thing is kinda hokey.
I'm also concerned about who will be receiving information about our healthcare, buying habits, etc. There's no HIPAA notice attached, and no "terms" - but I will verify this at the pharmacy tomorrow to see if they would legally be able to share any information with the county or "ProAct Inc." If they're subsidizing part of the cost of the medications, I would THINK they would have some access to this information, I just don't know on what scale.
