A new education advocacy group has started recruiting reform-minded candidates for three spots opening on the Schenectady Board of Education next May. The group is called Schenectady Citizens for Openness in Public Education (SCOPE) and is seeking candidates who will “pledge to foster transparency and integrity in the actions of the board and in the administration of the Schenectady schools, and who will provide Schenectady with the kind of excellence in its schools that it used to enjoy,” according to a statement. The organization describes itself as being composed of Schenectady residents who are concerned about the scandals and secrecy that has plagued the Board of Education for the past few years. One of the group’s founders, Marjorie Karowe, said the idea started from a letter to the editor she wrote, seeking a citizens' coalition to improve the schools. She said the group, which has about 15 members currently, is looking for people who will bring transparency and integrity to the board to improve its “tarnished” reputation. “We have to turn around what has been a downhill slide of the perception of the school board,” she said. Karowe said among the issues are the arrest of former facilities director Steven Raucci in September. Raucci faces a 26-count indictment charging him with arson and terrorism for allegedly planting explosive devices at the homes of people he viewed as his enemies. Authorities say the acts were part of a pattern of intimidation. SCHENECTADY District to add budget panel Public’s input on process wanted BY MICHAEL GOOT Gazette Reporter
Schenectady City School District officials are seeking residents to sit on a new committee and provide input on the budget process. The Budget Advisory Committee “will review, provide input and help facilitate communication regarding the 2010-11 school budget,” according to a statement on the district’s Web site. Superintendent Eric Ely said the district had such a committee several years ago but it was abandoned. “What we’ve decided is with all the interest that certainly the economy is bringing on the school district’s budget and the budget situation we had last year, it makes sense to educate some of the people who are interested,” he said. The first meeting will be held from 6:30 to 8:30 p.m. Jan. 13 at Mont Pleasant Middle School. Those interested in joining the committee should e-mail Assistant Superintendent for Business Michael San Angelo at sanangelom@schenectady. k12.ny.us. They should provide their name, address, phone number and e-mail address. “It’s not only to facilitate communication from the public but to seek input from the residents out there to see what their thoughts are,” San Angelo said. The committee may be an at- tempt to improve relations with voters after they defeated last year’s initial budget proposal, which carried a 4.8 percent tax rate increase. The Board of Education restored elementary librarian positions that had been cut from that budget and submitted a second budget with a 5.8 percent tax increase. School officials had said that if residents defeated the second budget, the district would automatically be forced to adopt a contingency budget with a 15.8 percent tax increase. Some residents complained that they were being bullied into voting for the second budget. Ely said the district’s contingency budget proposal never changed from when the first budget was submitted because it was based on a formula. That formula is based on an inflation factor and the projected enrollment increase of the school. Re Dec. 4 article, "Judge: Return Raucci's $120K": What has happened to “justice for all?” Since [Steve] Raucci, the creature who ruled by terror tactics, is permitted to retain his pension, justice can only be served by granting the four people who he held in fear of their very lives, the right to sue. That was denied them by a judge who cited a time limit. [Nov. 26 Gazette] Would this judge have risked being maimed or killed? Before disqualifying them, he should see the situation through their persecution. Rectify it! The right for them to claim damages to their property should be granted. Don’t disqualify them for fear of continued acts of terror! Then, look also at the individuals on the school board who were equally guilty in knowing of the persecution and apparently condoned it!

It wasn’t just the time of year that had many people in Schenectady singing “Hallelujah” last week. It was also the news of a serious movement to recruit reform-minded candidates for the school board. At no time has new blood on that badly compromised body been more needed. Marjorie Karowe, who helped start the new group, called Schenectady Citizens for Openness in Public Education, sounds like someone who has done her homework and mastered “higher-level, critical-thinking skills,” to use a little educators’ jargon. In other words, for the Dec. 8 Gazette news story about the formation of her group, Karowe was able to recite many of the recent acts of commission and omission that have brought the current board and school superintendent into such low repute, and to show that she understands the consequences of their lack of transparency and integrity. The now-familiar acts involved the toleration of Steve Raucci, the former buildings and grounds chief arrested in February and charged with arson and terrorism in connection with bombs and vandalism at several homes; the egregious appointment of former colleague Linda Bellick to a vacant board seat after she had been badly beaten in the last election; and the premature extension of contracts for Superintendent Eric Ely and Michael Stricos, two officials who allegedly knew of Raucci’s actions and did nothing. SCOPE gives Sch’dy a chance to change its school board
Citizens of Schenectady, take heart! Help is on the way. There is a new kid on the block, named SCOPE, who is poised to successfully challenge the schoolyard bullies. SCOPE, Schenectady Citizens for Openness in Public Education, is an organization with the sole purpose to reform the Schenectady City School District’s leadership and governance. The acronym can mean visionary or far-sighted, as in telescope. It can also mean probing or attending to detail, as in microscope. Further, it just might mean a little better taste in your mouth. Its initial objective is to replace three school board seats in the May election with highly qualified and well respected individuals who will bring order and stability to the district. Initial SCOPE members are a collection of former graduates, teachers, board members, community activists, and just plain friends and neighbors who recognize the need for immediate reform of our schools and the restoration of its previous reputation. The current district leadership has for too long engaged in policies and practices that are anti-democratic, corrupt and incompetent, involving nepotism, censorship, conduct unbecoming, and flat out gangsterism. Meanwhile, both the kids and the community suffer. Test scores and performance rates plummet while real estate activity lies dormant. Our community is capable of much better. Following board candidate interviews, SCOPE will identify a reform slate of candidates and begin petitioning and fund raising. These activities will be done by volunteers, and not by district employees on district time. Again, help is on the way. Take heart, Schenectady!
This SCOPE thing is a total waste of time. There should be and are legal ramifications for dealing with this corrupt school system. If the attorney general and the State Board of Education aren't stepping up to the plate and have a full non-bias investigation of this present school board, how does anyone think that 'friends, former graduates and neighbors' are going to make even put a dent in this obvious cover up?
The cancer in this school needs to be exposed and removed before it spreads even further. And it would be interesting to hear who actually picks the people for this SCOPE thing. Sounds like all smoke and mirrors to me!

SCHENECTADY School HR director will retire Stricos has been named in Raucci lawsuits BY MICHAEL GOOT Gazette Reporter
School District Human Resources Director Michael Stricos, who has been named in several lawsuits facing the district, plans to retire effective March 20. The Board of Education will officially act on Stricos’ retirement request at its meeting at 7 p.m. on Wednesday in Room 128 of Mont Pleasant Middle School. Stricos, who made $128,499 in 2008-09, will receive $13,344 for accumulated unused sick time. Stricos is the second high-profile retirement announcement in less than a month. Associate Superintendent Gary Comley, who serves as principal of Schenectady High School, will leave at the end of the academic year. As human resources director, Stricos is in charge of hiring. He has been named in several lawsuits against the district involving former district facilities director Steven Raucci Raucci, who is facing a 26-count indictment on arson and terrorism charges for allegedly placing incendiary devices at four homes around the Capital Region as part of a pattern of intimidation. Raucci has been accused of cutting the heat to the classroom of Barbara Bachus in January of this year in retaliation for Bachus’ husband, James Bachus, challenging Raucci’s leadership of the local CSEA. Bachus claims these allegations were brought to the attention of Stricos and Assistant Superintendent Michael San Angelo, according to court filings.
