I heard that they just found a million or 2 that was overpaid on the Medicaid audit. Congrats. There's PART of what needs to be taken back, but it's sad that the county with the high taxes that needs the audit seems to be on the back burner. Brad, since it's getting closer, have you yet thought about sending a letter to the local papers on the 1 year anniversary of the request? You can expect to get about the same results you have now... |

Metroplex Audit Request Celebrates One Year Anniversary
Over one year has passed since I penned a letter to the Mr. Kenneth Madej, the Chief Examiner at the New York State Office of the State Comptroller, requesting that an audit of the Schenectady Metroplex Development Authority (hereafter “Metroplex”) be performed by his office in accordance with established state law governing public authorities. Despite the formation of the Metroplex in 1998 and the requirement that the State of New York perform an independent audit of public authorities at a minimum frequency of once every five years, the results of the audit have not been released to the public or published to the State Comptroller's web site.
The audit request was submitted to ensure the accountability of those expending public revenues and to provide transparency to the operations of the Metroplex. The correspondence included a list of questions that were posed by Schenectady County residents regarding the application process, the criteria for funding decisions, and the management of public revenues.
The meeting minutes of the Metroplex Board of Directors and those of the Metroplex Governance Committee that are posted on the public authority's web site reported that the audit commenced in early April 2008 and that the field work concluded on August 1.
In July 2008, the New York State Legislature passed Home Rule legislation that increased the Metroplex bond cap by 50% (from $50M to $75M) and extended the charter of the public authority by five years to 2033 without the benefit or insight that the audit results would have provided. Yet, the public awaits the results of the long overdue performance audit.
I acknowledge the improvement in appearance of a several block section of downtown State Street. Questions remain, however, regarding the return on investment of public revenues redistributed by the Metroplex. The public deserves answers, particularly in light of the recent notable failures of several projects funded by the Metroplex with tax revenues. Progress? Yes. But, at what price?

MT, No, I don't know the specifics of the audit. My understanding is that it is a "performance" audit. I believe that the audit is high level. |

I still think that the audit is very negative toward Metroplex so the state is in no hurry to release the data. |

How could the State audit be good? In the past year alone: -Big Hose, $3 million in County taxpayer dollars wasted still unopened with no new opening day. -Van Dyke with $275,000 in Metrograft "loans" goes belly up and stiffs the County taxpayers. -Robinson Square retail "mecca" aka Gillen's Gulch sits in ruin. Ray wastes all his time chasing a nonprofit to fill up white elephant Center City which displaced retail tenants. 4 puff pieces in the Gazetto, still no contact. -Health Food Store on Jay St goes belly up and stiffs County Economic Development out of thousands. If we had a real newspaper they would be demanding the State Audit Results. That's another story... |

Oh come on now...look at what we DO have downtown? Proctors, a non profit that costs the taxpayers a bundle. Possibly the 'Y', which is a re-location. Villa Italia, which is just a re-location. Apertivo that isn't doing so well, I hear. MVP which has been there for how long now? And has 'who' employed by them? The DSIC, paid for by the taxpayers. The Bethesda House, anon-profit. The DSS, a re-location. AND lets not forget the couple of bars. I'm not positive about these, so corrections and input are welcome. |
