The following is EVIDENCE of the TOTAL INCOMPETENCE of McCarthy.  


Here is an  excerpt from a story in the Gazette May 26, 2015 with statements by the McCarthy.   Based on McCarthy's very own words, is he competent?  Is he worthy of re-election as some claim?  Based on this evidence, on what basis is he qualified?

The equalization rate this year is 121 percent of a property’s market value.

McCarthy said the assessment is designed to ensure property owners are paying their fair share of taxes.

“We want to make sure there is fairness in the tax roll,” he said, adding that he believes there is fairness now. “People feel they are being over-assessed, but really what they have to look at is the total tax levy.”





New York State law MANDATES THAT ALL properties be assessed at a uniform percentage of value.   The following table is taken from McCarthy's taxpayer funded real estate business, his FAILED attempt at selling houses.  These are houses that were listed so far in 2015.  Out of 84 houses on the open house gala this year, only 18 gave sold so far.  WOW, LESS THAN 25% of the open houses have sold and McCarthy has been bragging that his real estate business is a success.  

However, most importantly, as I started, state law MANDATES that ALL properties be assessed at a uniform percentage of value.  The word uniform means identical, same.

The EVIDENCE PROVES McCarthy is MASSIVELY VIOLATING state law!

Look at the column on the left.  That is the EVIDENCE that houses in the city are NOT assessed at that uniform percentage of value.  McCarthy claims this is fair.  He says people should pay their "fair share" of taxes.  

Are ALL properties assessed at a UNIFORM percentage of value?   Yes or No?    

And as far as "fairness" or paying the "fair share" of taxes, the FACT is that the properties that the percentage (last) column the ones highlighted in red are PAYING LESS THAN their FULL share of taxes because they are assessed at less than 121% of market value

The other houses are MASSIVELY OVERPAYING taxes, as they are assessed way way way way over their market value.  







McCarthy twists the issue by saying people need to look at the tax levy.  What CRAP!   That PROVES Mcarthy knows NOTHING.   For example the tax levy in his proposed 2016 budget results on no increase in the tax RATE.   However, the INCOMPENTENT McCarthy does not realize that the amount of the tax levy, increases or decreases to it, will not change the FACT that houses in the city are NOT assessed at a UNIFORM percent of value as mandated by state law.  When properties are not assessed at a uniform percent of (market) value, the results in some owners paying less than their fair share of taxes and others paying more than their fair share of taxes.






Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

Koban, 48, who moved into a home on Van Vranken Avenue in February, said she would like to retire in Schenectady but cannot afford the city’s high taxes.
“I’m just trying to make it work,” she said while waiting Tuesday morning to present her case to the city’s Board of Assessment Review in the Council Chambers at City Hall. “There are basic things that the previous owner did not get done. Now I have to pay someone to do the work.”
Koban said her home is assessed at $95,700, but she purchased the property at 2121 Van Vranken Ave. for $39,000. If the board grants a lower assessment, Koban said she could start making improvements such as a new roof and plumbing in the kitchen.

McCarthy claims this is “fair.”

Rasit “Ross” Denitz, 34, purchased a home on Plymouth Avenue after taking a job at General Electric two years ago. Denitz and his wife, Nurcihan, have been making improvements to the home themselves since they moved because they’re trying to keep repair costs as low as possible.
Denitz said he’s looking to get the property’s assessed value dropped from $98,800 to $77,000, which is what they paid for the home at 601 Plymouth Ave.
“I don’t see how it’s assessed so high,” he said. “It’s a struggle to pay for materials and make improvements. We want to beautify the property.”
Denitz said he would like to be a lifelong resident of Schenectady, but probably wouldn’t be able to stay in the city if his taxes aren’t lowered.
“There are better properties with lower taxes,” he said. “I would consider the option of moving. I think a lot of people feel that way.”

The EVIDENCE PROVES the cronies on the Board of Assessment did the usual “denied, insufficient data.”  However, since I haven’t yet researched what should be the value of this based on comp sales, I won’t address whether this is a valid assessment or not.

Anne O’Brey, a Realtor with RealtyUSA, purchased a property on Stanford Street from the Department of Veterans Affairs for $42,000 in March. The home is assessed at $125,400.
The previous owner paid $74,000 for the home in 2006. Back then, the owner was paying about $2,200 a year in taxes, she said. Now, O’Brey pays $5,900.
“The property value continues to drop because the tax bill is increasing,” she said. “That’s why people are foreclosing on their homes. We have to do something about the taxes.”



This house was a foreclosure as she purchased it from DVA, thus the sale price does not factor into the market value.  She did receive a reduction in assessment to $86,600, as she’s a realtor she really knows what to do.  I would have to do some research on comp sales to determine if this assessment is reasonable.

Stop confusing them with the truth. McCheese "has a stead hand on the wheel" according the the idiots on the Gazetto editorial bored. More like in the till? Mayor McCheese has voted to raise property taxes 28 straight times while separating out garbage fees and water fees. What will Roger Hull cut? The Mayor's bloated salary, the useless Commissioner position saving millions-for starters.
Another mailer about McCheese selling the Mayors car. BFD! Talk about chump change four years ago. Why doesn't McCheese refuse to take a salary since is getting a huge pension and double dipping?
This has got to be the biggest no brainer on the ballot. Vote for Roger Hull and the entire Reform slate. Vote Reform you have nothing to lose but Lumpy.

This is like needing more evidence on the Earth being round. Anyone who owns, rents or visits the City know the unvarnished truth. The DEMS need to take another poll-no? The last results were not too
promising. Maybe more fictional mailers will trick some voters. The jig is up and even the few dead enders here and on Maxon Road know it. Riggi will finish first and be the next Council President. Hull will be
the new Mayor. The only question is how many other Reformers can join them. Be safe and vote the whole REP/Reform slate.

And explain how this is Chinese arithmetic.  Please explain that.     The state of NY declared that the equalization rate in Schenectady this year is 121%.  Therefore ALL properties, EACH AND EVERY PROPERTY MUST be assessed at 121% of market value as per the law of the state of NY.   Do I need to provide the proof for that?

Based on that, tell me then, look at the house on Morningside.  It sold on the open market for $89,500.  It is assessed for $162,800.  

So now show me YOUR mathematical equation to disputes what I have said.

OK, if everyone know it, then would you care to explain WHY only 400 homeowners out of close to 20,000 grieved their assessment this year?  

Explain this, can you?

In 1997 the equalization rate in the city was 108.8%, in 1998 it was 105.9 percent, in 1999 it was 110.1.  And in each of those years about 1,500 people grieved their assessments.

Now the equalization rate is above 120% and has been stated in the news that the city of Schenectady is the  HIGHEST OVER-ASSESSED city in the whole state of NY.

So, if people know all this as you claim, then tell me, with the city being the most over assessed in the whole state, how come only a few people grieve there assessment?

Obviously because people do not understand assessment, market value, and equalization rate.   All they see is the brick and mortar downtown (not realizing they are paying for it, not realizing their money is going to billionaires who give kickbacks to the mayor.  They see houses being demolished and don't realize that they are paying out of their pockets, they don't realize that the city was so focused on giving tax money to Galesi and the rest and that the city failed to go after the property owners when they could.




But anyway, if my math is wrong, please provide your math for what percent of value these houses are assessed.  Show me how the assessments are legal and that McCarthy is not violating state law.

That's easy. The review bored has been stacked with DEM stooges that routinely reject 99.99% of appeals. Unless you are planning to go to Supreme Court {which
everyone should do} this is a total waste of time and more evidence of DEM moron progress. Another big reason to vote for Roger Hull and the Reform slate. Clean out the decades of hacks that control every board and commission in the City. Look at the zoning and zoning board of appeals. They meet in private to decide a casino sign.
