BT, I've often thought that it would be interesting if you could switch the student bodies of Niskayuna in their entireties with Schenectady's schools. The only way kids would do any better at Niskayuna would be if you only sent SOME of them over there, the ones whose parents value an education for their kids, and know what that means.
I voted no on the budget because of the addition of all the 'behavioral' positions. Leaving the kids who are disruptive or who can't learn for other reasons right in the same classrooms just plain doesn't work, no matter how many "experts" you hire.

All DV needs to do is to start speaking truths.   DV claimed, for example, that metroplex is a solid investment and has provided tremendous dividends.

We would just like DV to tell us what the alleged dividends are.     I post that the city is not improving, and I state that metroplex is not an investment, that it has NOT provided any dividends.  Then I support my claim by not only stating that the tax base has fallen, but actually proving it every year by posting the current year and the previous year summary pages of the assessment roll.

Dv claimed the streets in the city are well plowed, but not one piece of evidence.  I however actually posted photos of snowbanks way out into the middle of the street, and then there was that video someone did of a police car that couldn't get down a poorly plowed street.  

DV is so embarrassed about my telling the truth and providing the evidence, he won't even engage in discussion about these things.  I mean gee, he could come on an reference one house that sells for $200,000 that is assessed for $100,000 and he could say "see, values are going up."   But he can't even do that.  Naturally, if he referenced ONE house that increased in value, I'd provide tons of houses that have fallen in value.

DV is one BIG (in more ways than one) COWARDLY CUCKOO CHICKEN who will NOT EVER discuss when evidence contradicting him is put in front of him.  Worse is that he is so embarrassed at being proven a liar, that DV will NEVER come on and post that he is wrong, that he sees the evidence, and that it proves that metroplex is not a solid investment.

Notice how he just keeps yapping about the school tax rate going up at a lower rate in Schenectady, he posts that over and over, but he will not remotely address the FACT that the tax RATE is entirely and totally a different thing than the tax BILL.  But then, DV, will not ever come on here and post that he really is not a taxpayer nor will he acknowledge that because of that fact, that he cannot speak with intelligence on the subject.

It is interesting that the 2 people who stink up the board with outright lying, nasty personal attacks accuse me of being a "blight on the board."  I am NOT going to waste my time and energy responding to those attacks launched at me.  I know the truth -- they don't -- and that is that.

Now -- returning to the actual topic of the thread.  The Daily Gazette ran the news story with the study put out by an independent group.  That group is the one that makes the claim and shows the data to prove it -- that the over a 30 year period the City of Schenectady School District had the lowest average tax rate increase.  It isn't my opinion -- it is a fact published in a study and reported on by the Daily Gazette.  Therefore, there is absolutely no need for anyone to make this an excuse to launch personal attacks.

The whole purpose of posting the news item was to a) attempt to show a part of the truth that critics of Schenectady don't want to believe because it challenges their view that everything is negative in Schenectady, and b) illicit some intelligent debate on the taxes and the tax cap.  
One of the reasons why the Gazette ran this news item was because of the debate regarding whether or not to renew the 2% (annual increase) property tax cap in New York State.

Now, the study only shows the average annual increase in tax rates over a 30 year period.  It does not indicate how high tax rates were at the beginning of the study period -- it just shows the average annual increase over the period.  So, the most that we can say is that the Schenectady City School District was rather cautious in raising tax rates over that 30 year period -- compared to other school districts -- including large suburban school districts.  Some of those large suburban districts had average increases of 6,7 and even 8% .. much higher than the rate of inflation ... and - this is what I find interesting -- at a time that the value of their tax bases were expanding due to residential and commercial construction.  This implies that other school districts in the area .. and certainly a number of the suburban school districts were quite profligate in their spending and tax increases.   They may had lower rates at the start of the 30 year period and have lower rates now -- but was it really necessary to raise spending and taxes at 2 to 3 times the rate of inflation every year?

I will go one step further and partially answer that question in relation to the school districts in Schenectady County.  The county is too small to justify having 6 public school districts.  Wasting money on buying new land for (in some cases) and building new buildings and additions in some districts -- while other neighboring districts had a surplus of classroom space - was not wise and prudent.  You could have 1 district for administration purposes and still provide neighborhood elementary schools but better utilize middle and high school space if we were to consolidate the 6 district into 1.
