SCHENECTADY -- The Schenectady County Legislature is a step closer to voting next week to adopt a $307.96 million budget after holding a public session Monday that attracted only two speakers. The spending plan calls for a nearly 2 percent property tax hike.

One of those speakers Monday night, Cheryl Cufari, president of the Library Board of Trustees, thanked lawmakers for their financial support in the 2015 budget.

She said the funding will help visitors to the county library become lifelong learners and provide cultural and recreational opportunities plus access information for research and pay for staff and locations in the county.

"All of the budget is put to these great uses and educational experiences," she said.

Afterward, Cufari said the budget allocates $2 million for the library.

The legislature's Ways and Means Committee held five budget review sessions after County Manager Kathleen Rooney last month released her budget.

The spending plan stays within the state tax cap, said Philip Fields, chairman of the panel's Ways and Means Committee. As a result, he said, county residents would be eligible for a full rebate from the state of the proposed tax hike.

The tax levy, or amount to be raised by taxes, is $70.15 million.

About $4.3 million of the budget is the cost of running the county's fledgling central emergency dispatch center in Rotterdam.

Under an agreement, the county will be reimbursed a total of about $4.1 million from the municipalities that use the dispatch center.

The county collected more sales tax, had a $1.2 million drop in the average pension contributions and took in $992,000 more in Medicaid reimbursements because of the Affordable Care Act, Fields said. He said county clerk fees and mortgage taxes collected are down while the costs of operating the jail, providing services to the poor and employee contract pay raises are up.

A vote is set for Oct. 14.

A year ago, county lawmakers approved a nearly $299 million spending plan that raised county property taxes about 0.75 percent, or about $11.69 on a home valued at $100,000.

People have given up because the politicans ignore them, people complain about high taxes and yet the city and county increases taxes every year.

Why would anyone waste their time? The worst County Legislature in NYS with taxes 4X Saratoga and 3X HIGHER than Albany County which is also DEM controlled. Ignore them and hope next November more of the DEMS are thrown out of office like Marty Finn. None of the DEMS could run a lemonade stand and only continually run to keep the free health insurance and benes coming.

SECOND.....what is your solution? Just vote for ANYBODY that has an 'r' after their name? you are kidding, right?

you know as well as everyone else that the 'r's are biting at the bit for control so they can have 'their' friends and family club enjoy the benefits!!!
