SCHENECTADY — Mayor Gary McCarthy has wasted little time in filling two key positions in his administration.

On Monday, McCarthy announced he had promoted Deputy Corporation Counsel Carl Falotico to lead the city's law department and picked Jaclyn Mancini to take over as director of development.

The retirement of John Polster and Richard Purga last month created those openings in City Hall.

Falotico had been deputy corporation counsel since 2012 in charge of prosecuting city and building code violations as well as handling in-house litigation among other duties.

He said Tuesday that he plans to focus on advancing the mayor's efforts to revitalize neighborhoods through creative measures.

"I'm really happy to be entrusted with this position and plan to continue to work to serve the citizens of Schenectady," Falotico said, who earned his law degree from St. John's University in Queens. Falotico was prosecutor in the Schenectady District Attorney's Office. Attorney Rachael Ward, who has been in the law office for about a year, has been elevated to second in command as deputy corporation counsel. The lifelong Schenectady resident graduated from Albany Law School.

Mancini spent the past five years working for County Manager Kathleen Rooney. Mancini has a master's degree in public administration with a concentration in local government management and planning from Rockefeller College of Public Affairs and Policy at the University of Albany.

The mayor also announced three fire department promotions.

After 23 years with the department, Donald Mareno, a firefighter/paramedic, was elevated to deputy chief. The married father of two has been a captain in charge of the training division and director of emergency medical services. He is a graduate of Hudson Valley Community College and Linton High School in Schenectady.

David Massaro, who has 13 years on the job, is now a fire captain. He is married with two children.

Craig Macherone earned the rank of lieutenant after nine years with the department. He is married with one child.

Both firefighters are state-certified paramedics and have associate degrees in fire protection and technology and emergency management from Schenectady County Community College.
