ANY type of assistance to a new business/economic development project is an INCENTIVE. I purposely used the word INCENTIVE without specifying a specific form of incentive. The FACT is that EVERY state uses some form of incentive to attract and retain businesses. The most successful communities offer some form of incentive to attract and retain business. What Metroplex does is sound, solid, perfectly-by-the-books ECONOMIC DEVELOPMENT. The real crime is that ignorant dumb-a** nayboobs can't seem to comprehend how this works nor admit - despite the OVERWHELMING EVIDENCE ALL AROUND that it is working. The City-County of Schenectady IS on the positive road to economic recovery/redevelopment. It's not an incentive. Not ALL businesses are eligible. Taxpayer money is "invested" into private businesses based on the opinion of a politically selected agency.
