How about eliminating the tax exemptions for the downtown properties (owned by millionaires and billionaires) and cut taxes that way?????

Oh, so what you are saying is that the people who opt out are still paying a portion of the fee for brush collection even though
they are not using the service.  I think that's called RIPPING OFF THE TAXPAYER!  
So they really should get a rebate in the amount equal to what portion of their taxes are being used for the service.
