it is a tax

"a tax  - an amount of money that a government requires people to pay, and that is used to pay for the things done by the government"

it would be a fee in i "opted in" and opting out is not a requirement

no one asks me to opt out of driving - dmv collects fees

It is a fee.

And you are mistaken about whether you can "opt out" of driving.  You OPT IN when you go to the DMV to get a license or to register your vehicle.  You OPT OUT by NOT going to DMV for a license or to register a vehicle.

but I don't pre-pay for opting out....I'm not forced to go to DMV to say "no thank you I don't want your service"....I
have to make a concerted effort to get a drivers license......they don't send me one in the mail of which I have to say
no.....

so the brush fee is the same as the national health insurance 'fee'.........a**hole$

DV...how do you measure what your previous statement says.....like BT....you can't compare apples and oranges...

if you want to drive you go to DMV for necessary documentation..

Opting out of a brush fee is a TAXPAYERS right.......and what it will be used for is "pocket change" for the REGIME...

take the fee and let the residents have FREE leaf bags.....give something back.....but that's not the way it goes....

The leaf bags aren't free.  Taxpayers pay for them and, quite frankly, you can buy them cheaper at Home Depot or Lowe's than what the town pays for them.

AGAIN,,,,,it shouldn't be an OPT OUT choice......If I want something from the government 'servants' that has to do
with cleaning my yard/doing my dishes/doing my laundry/washing my siding etc etc....I'll F'EN knock on their door
and beg them to opt in......aaaahhhhhh.....NOT!

it's just poor management on the part of the dept supervisors.......the F'EN seasons change so change your management
skills to adjust and get your workers working.....

It seems that this is a golden opportunity for some enterprising outfit to approach residents and charge them a one time pick up fee of $15 or $25.  Many residents will only use this service once in the autumn, anyway.   It would be easy to find those who opted out by looking for
driveways with he white mark out front.  I'd pay half for a one time use rather than whole for something I don't need.

This is very corrupt of the town.  They should all be fired and voted out.

I'd pay a private outfit to p/u..........no matter where I lived!!! If everyone did it.....trucks would  have to be surrendered and folks would have to be gone.
hence..........lower taxes.....yes?
