violations against him, including kidnapping, “upon the inheritance of (his) free will as a

The antigovernment movement has grown in recent years and is rooted in

1970s and 1980s.


Most recent recruits to the sovereign citizens movement found themselves in
desperate situations, often due to the economy or foreclosure, and are drawn
to the idea of easy money or living free of legal consequences.

Many self-identified sovereign citizens are black and are unaware of the racist
history of the movement.

A federal grand jury indicted a self-described "sovereign citizen" on charges
he fudged property deeds to steal homes.

44-year-old Devitoe Farmer of Memphis faces three counts of theft of government property.
U.S. Attorney Edward L. Stanton, III, said Farmer knowingly used fraudulent "quit-claim"
deeds to essentially steal foreclosed properties assumed by the U.S. Department of Housing
& Urban Development (HUD).
"I claim the unalienable (sic) rights that were guaranteed to us by the sovereign
forefathers,"
said Farmer when confronted at one of the properties, 5181 Wax Wing Ln.

Farmer's beliefs are rooted in his claim that Congress passed a resolution in 1933 in the wake
of The Great Depression, prohibiting entities, including government agencies and banks,
from possessing property.

Tom Leatherwood, Shelby County's register of deeds also produced an affidavit of truth
sworn by Farmer, declaring himself to be "...a natural, freeborn Sovereign,
without subjects. I am neither subject to any entity anywhere, nor is any entity
subject to me."

"Not subject to the laws of the federal government or state government," said Leatherwood

"Theft is created when someone takes something from someone. I didn't take anything from
someone," said Farmer. "So how are they going to have charges against me?"

'Sovereign Citizen' Eric Holtgard with arsenal arrest

Tampa, Florida -- On Monday, police released the 911 calls from people calling
about a Tampa man who claims he's above the law and was arrested for two assaults
in 24
hours last week.

Twenty-seven-year-old Eric Holtgard says he's a "sovereign citizen" meaning he
doesn't believe in our laws and therefore thinks he has the right to do whatever he wants.

He was arrested Nov. 21 after allegedly pointing a Glock .45 caliber gun at a man in the
parking lot of a car dealership on Adamo Drive in Tampa and, according to a witness,
asked him, "Do you want to die today? Is this your day to die?"

Holtgard took off as police arrived and was pulled over shortly after in Brandon and arrested.

He bonded out soon after and went to his mother's home in Valrico, but was arrested again
hours later after deputies say he aimed a rifle with a scope at a landscaper.

Deputies found more weapons inside his mother's house and inside his Tampa Palms apartment.


He was arrested a second time and is being held without bond.
