Rialto, CA Police Made to Wear Cameras, Use of Force Drops by Over Two-Thirds

When cops in a Rialto, California were forced to wear cameras, their use of force dropped by over two-thirds. Additionally, the officers who were not made to wear the cameras used force twice as much as those who did. This strongly suggests the majority of the time police use force is unnecessary. In other words, the majority of the time these officers used force they were simply committing acts of violence which they don't feel comfortable committing if it's captured on film.

HERE'S a fraught encounter: one police officer, one civilian and anger felt by one or both. Afterward, it may be hard to sort out who did what to whom.

Now, some police departments are using miniaturized video cameras and their microphones to capture, in full detail, officers' interactions with civilians. The cameras are so small that they can be attached to a collar, a cap or even to the side of an officer's sunglasses. High-capacity battery packs can last for an extended shift. And all of the videos are uploaded automatically to a central server that serves as a kind of digital evidence locker.

William A. Farrar, the police chief in Rialto, Calif., has been investigating whether officers' use of video cameras can bring measurable benefits to relations between the police and civilians. Officers in Rialto, which has a population of about 100,000, already carry Taser weapons equipped with small video cameras that activate when the weapon is armed, and the officers have long worn digital audio recorders.

But when Mr. Farrar told his uniformed patrol officers of his plans to introduce the new, wearable video cameras, "it wasn't the easiest sell," he said, especially to some older officers who initially were "questioning why 'big brother' should see everything they do."

He said he reminded them that civilians could use their cellphones to record interactions, "so instead of relying on somebody else's partial picture of what occurred, why not have your own?" he asked. "In this way, you have the real one."

Last year, Mr. Farrar used the new wearable video cameras to conduct a continuing experiment in his department, in collaboration with Barak Ariel, a visiting fellow at the Institute of Criminology at the University of Cambridge  and an assistant professor at Hebrew University.

Half of Rialto's uniformed patrol officers on each week's schedule have been randomly assigned the cameras, also made by  Taser International. Whenever officers wear the cameras, they are expected to activate them when they leave the patrol car to speak with a civilian.

A convenient feature of the camera is its "pre-event video buffer," which continuously records and holds the most recent 30 seconds of video when the camera is off. In this way, the initial activity that prompts the officer to turn on the camera is more likely to be captured automatically, too.

THE Rialto study began in February 2012 and will run until this July. The results from the first 12 months are striking. Even with only half of the 54 uniformed patrol officers wearing cameras at any given time, the department over all had an 88 percent decline in the number of complaints filed against officers, compared with the 12 months before the study, to 3 from 24.

NEVER call the police to your home unless absolutely needed. They will immediately kill your dog #1, Then they may kill you, an elderly loved one, or one of your children without first ascertaining ANYTHING.

If you have someone with mental issues or emotional issues then my prayers are with you, that is very risky. Senility? Fuggedabouddit. They will be shot dead if they don't have the "sense" to comply immediately with demands.

THIS is the modern training. An officer shall never be at risk. Ever. Everyone else first must die if need be, but the officer MUST never get scratched.

A Warrington, Florida couple was asleep in their bed when a group of Escambia County sheriff's deputies climbed into their home without a warrant, held them at gunpoint, cursed at them, threw a woman to the ground, cuffed them, then entered their bedroom and proceeded to shoot their two dogs, hurting one so badly he had to be euthanized and injuring the other with a bullet to his leg, the Pensacola News Journal reports.

Deputies justified the home invasion of Cristina Moses, 32, and her fiance, Travis Nicholas, 22, by saying they were looking for a suspect who they believed may have entered the home and they wanted "to assure the safety of the occupants.”

In fact, the occupants' safety was threatened only by the deputies, one of their dogs is now dead and their house covered in blood. Ironically, their dog is now dead because the officers were seeking to assure their own safety, not that of the occupants, because "officer safety" is always paramount.

After entering their home through their window, the couple says the deputies held them at gunpoint, Cristina was thrown to the ground while being cursed at, they were both placed in handcuffs, and the cops held them down by placing their boots on their back and arms. One deputy, who they identified as Deputy Mikel Anthony Lee, then allegedly went into their bedroom and shot two of their dogs.

The deputies' statement says, "One dog bit at one of the deputy’s leg. He pushed the dog away, but it came at him again so he shot the dog in self-defense, at which time the second dog began to run towards him. For his personal safety, he shot the second dog.”

As the Pensacola News Journal notes, their statement stops short of saying the dog actually bit the officer, meaning there is no actual evidence of the dogs' alleged aggression.

The couple contradicts their claims and says the deputy entered their bedroom and shot their dogs from the "opposite side" of the room. Video of the crime scene shows the edge of the couple's bed full of bullet holes, this is consistent with their story the officer tried to shoot the dogs from a distance and the dogs were trying to use the bed as "shelter" from the bullets.



After deputies placed Cristina in a patrol car for more than an hour because she "wouldn't shut up" and stop asking what happened to her dogs, she and Travis were eventually let go without charges.

"Gracie" the one year-old pit bull ultimately had to be euthanized due to being riddled with bullets. Cristina wells up in tears recounting the tragic incident and she says she feels "like my child has died."

The Escambia County sheriff's deputies meanwhile are stonewalling, they say they won't talk or release any further details until they're done with their "investigation" of themselves. The deputies were placed on paid leave.

Graham seems to have a real fixation.  He can't post with out mentioning Box or Joe... then he posts
what he would want us to say.

Yes, I do have an opinion. It is unlike yours and J.O.'s. It is that the state and its agents cannot be trusted. IT is one shared by the Founders of the nation. PEMBROKE PINES (CBS4) – The security video shows a 14 year-old mental patient being escorted down a hallway when a Pembroke Pines police officer reaches in and grabs the girl.  The girl whirls and swats at the officer, and he proceeds to punch her in the face.  The officer’s blow to the mentally disturbed teen snapped her head back, and appeared to be delivered with full force.  Other officers join in, wrestling the girl to the ground and spraying her with Mace.
