The acts of kindness were great, everyone should do one good deed a day in my opinion, although it doesn't hide the ugly side of things. I'm thinking of getting a dash cam for my car you should see the crap I always spot.

The Russian scams are "caused" by the laws enacted by the government.
They allow incarceration for debts.
The scams are not insurance scams, they are scams against those who don't have optional insurance. Insurance is not mandatory. If you cause damage you must pay the damages or they can have you arrested. This allows scammers to fake being injured by your vehicle and then extort money from you. The laws support the scammers. The dash cams are self defense against the scammer/extortionists. I wouldn't doubt the insurance companies love these scammers, as they will scare people into buying insurance.
If the laws were written that they had to take you to court, then let the court decide damages and put a lien/garnishment against you, this would not exist.
