"While Foreign Terrorists were plotting to murder and maim using homemade bombs in Boston, Democrap officials in Washington DC, Albany and here were busy watching ME and other law abiding American Citizens who are gun owners and taxpayers, in an effort to blame the nation's lack of security on US so that they could have a political scapegoat."
Who do you sympathize with when a cop is killed... the police officer doing his job, or the innocent civilian who didn't want to pay his unjust taxes so he shot the cop?
Is the cop restrained and defenseless? Then I sympathize with the cop.
Was the mundane citizen defending himself from the possibility of being restrained and abused by the police officer for committing the victimless crime of not giving his cut of money? I may sympathize with the mundane citizen.
Since you were not clear, I have to ask more questions for clarificatioin. Is the person getting pepper sprayed or tasered while handcuffed a victim of a crime?
I was quite clear. I SYMPATHIZE WITH THE VICTIM OF A CRIME.
The video is unavailable so I don't know what happened in the video. It may be a citizen was abused by the police, it may be a hoax video, it may be a valid use of force... but since the video is not available, I have no way of actually knowing.

So you see a circumstance where tasaring a handcuffed woman may be justified? It's quite clear who is applying the force. I mean...my god, it's a woman in a police stations with 5 other cops around. You can't come to a conclusion of who is the victim of the crime? Was it the assailant of the victim?
Oh yeah, and if this was committed between two mundane citizens without costumes embroidered with the state insignia, would you consider there a circumstance where tasering your restrained victim would be appropriate self defense?

"In the beginning of a change, the Patriot is a scarce man, brave, hated and scorned. When his cause succeeds, however, the timid join him, for then it costs nothing to be a Patriot."
If all I knew of the incident was from this video it would appear that the police used excessive force.

Is saliva only a deadly weapon when used against police officers or can anybody restrain and tasar a fellow mundane that spits on them?

I wasn't talking about convictions AFTER THE FACT. We are still talking about a handcuffed woman that was tasered for allegedly spitting on a cop. Your response was a Texas verdict that determined saliva was a deadly weapon. I'm assuming that your post was to possibly justify the assailants actions.
My question is, can a mundane cuff and taser their neighbor if their neighbor spit on them, in order to prevent them from continuing to spit on them? As you point out, they may be infected with HIV.

So spitting is a deadly weapon? So if someone spits on me I should be able to blow their head off right box
