I had to get a powder license yearly to reload rifle and shotgun rounds. In NY: (1) Storage by individuals. Smokeless powder for the reloading of shells by sportsmen for use in sporting rifles, shotguns, pistols or revolvers in an amount not in excess of 15 pounds and in the original containers may be kept in a building or other structure without storing such powder in a magazine. also:

A license is required to purchase, possess, own, use or transport gunpowder. It's also required to manufacture, sell or dispose of the explosive. It can be revoked at any time due to a violation or for non-compliance with an order. Annual renewal is required.
The commissioner is authorized to revoke a license if an individual is suspected to be disloyal to the United States. The suspect has the right to a hearing to contest the commissioner's actions.
