Designated hours for 'Trick or Treating" are from 3:00 p.m. until 8:00 p.m. The Rotterdam Police
Department is once again asking parents to cooperate by having their children horne by 8:00 p.m.

PUBLIC HEARINGS:
1. 2013 Preliminary Budget
2. For a Change of Zone request from Robert & Marie lovinella and Aladdin Properties on
approximately 3.4 acres of property from Agriculture (A-I) to General Business (B-2), on Tax Map
Number 57.00-3-24 and 57.00-3-25 located at 330 Becker Drive at State Ronte 7 just east of the
Town of Princetown, Schenectady, New York, 12306.

(Those members of the public wishing to address the Town Board wiJI be asked to sign in before the
meeting is called to order on the sign-in sheets being provided. Speakers will be called to the podium in
the order of their signing in. Persons recognized by the Chair to speak during privilege of the floor shall
direct hislher comments to the Town Supervisor as Chair of the meeting. Persons granted the privilege of
the floor shall first clearly state hislher name and address for the record. Persons so addressing the Chair
through the use of a prepared written statement shall submit a copy of the same to the Town Clerk for the
pmpose ofmaintaining clear and accnrate official minntes ofthe Town Board meeting.)

General Rnles ofProcednre for Public Hearings & Privilege of the Floor:
The purpose of a public hearing and/or privilege of the floor shall be for speakers to express their views,
thoughts and speak freely. Public hearings and privilege of the floor are not meant to commence a
dialogue with Town Board members, as Town Board will not comment as this time which is solely for the
public to be heard. Each speaker, who wishes to address the Town Board and the public, shall have an
equal and reasonable opportunity to be heard by the Town Board and the public. Each speaker will state
his/her name and address for the record. Each speaker shall be afforded a maximum of four (4) minutes
to address the Town Board and public.

To amend Chapter 266 of the Code of the Town of Rotterdam entitled, "Vehicles
and Traffic", as follows:

262.12 Adopt and authorize Supervisor to sign Negative Declaration dated October 24, 2012
for a Comprehensive Plan Amendment and Change of Zone request on
approximately±4.71 acres of property located at 2052, 2064, and 2068 Curry Road
known as Tax Map Numbers 59.13-2-22, 59.13-2-23, 59.13-2-24, and 59.13-2-25 in
Rotterdam, New York. The applicant is requesting a Change of Zone from Single
Family Residential (R-I) to General Business (B-2) for the potential construction of a
new retail/wholesale warehouse and a mixed use retail/residential plaza in Rotterdam,
New 12306.
263.12 Adopt Local Law No. Eight ( ofthe Year 2012 for the following purpose:
Request from Joseph Mastroianni to amend the Comprehensive Plan as well as the
Zoning Ordinance and Zoning Map of the Town of Rotterdam for ±4.71 acres of
property located at 2052, 2064, and 2068 Curry Road known as Tax Map Numbers
59.13-2-22, 59.13-2-23, 59.13-2-24, and 59.13-2-25 in Rotterdam, New York. The
applicant is requesting a Change of Zone from Single Family Residential (R-I) to

potential construction of up to 156 apartments located on Burdeck Street known as
Tax Parcel No. 57.-3-2.11. Property is located on the northwest side ofBurdeck Street
near the intersection of Duanesburg Road in Rotterdam, New York 12306.
265.12 Adopt Local Law No. Nine (9) ofthe Year 2012 for the following purpose:
Request from Bruns Realty Group, LLC (contract vendee) to amend the
Comprehensive Plan as well as the Zoning Ordinance and Zoning Map ofthe Town of
Rotterdam for property located on Burdeck Street known as Tax Parcel No. 57.-32.11.
Property is located on the northwest side of Burdeck Street near the intersection
of Duanesburg Road in Rotterdam, New York. The applicant is requesting a Change
of Zone on 17.08 acre parcel from Retail Business (B-1) to Multi-Family Residential
(R-3) for the potential construction of np to one hundred and fifty six (156)
apartments.
Public Hearing was called for at the Town Board meeting of August 8, 2012.
Public Hearing was held atthe Town Board meeting of September 12,2012.
266.12 Declare the Town of Rotterdam as "lead agency" and authorize the Town Planner to prepare,
file, publish and distribute all documents necessary to comply with 6 NYCRR Part 617 & State
Enviromnental Quality Review relative to the below-proposed amendment to the Code of the
Town of Rotterdam for a Change of Zone request and Comprehensive Plan Amendment as
outlined in Resolution 267.12 below.
267.12 Call for public hearing to be held on Wednesday, November 14,2012 at 7:00 p.m. at the John
F. Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam, New York
12306 upon adoption of a Proposed Local Law ofthe Year 2012 for the following purpose:
For a Change of Zone request and Comprehensive Plan Amendment from Fuller
Station Road Associates, LLC on vacant land known as Tax Map No(s) 59.9-7-4 and
59.0-7-7 located immediately southeast of 1725 Tower Street and on Stuart Street,
immediately southeast of 1900 Altamont Avenue (Trustco) from General Business (B2)
to Multi-Family Residential (R-3) Town of Rotterdam, New York, 12306.
268.12 Authorize the Town Board of the Town of Rotterdam to establish an Employee Benefit
Accrued Liability Reserve Fund.
269.12 Authorize the Supervisor to enter into an agreement with the Board of Directors and the
Captain ofthe Duanesburg Volunteer Ambulance Corps, Inc. in connection with the Rotterdam
Police Department ("RPD") and the Duanesburg Volunteer Ambulance Corps, Inc. ("DVAC")
for the Purposes of Advanced Life Support Services.
270.12 Authorize the Supervisor to enter into an agreement with the American Red Cross Northeast
New York Chapter located at 33 Everett Road, Albany, New York 12203 to allow the use of
the Town of Rotterdam Senior Center as a training site for health and safety courses.
